The consultant is expected to develop a costed, multi-sectoral National School Feeding Programme (PNAS) for the period 2026–2030, contributing to the realisation of the vision set out in the national school feeding policy: universal coverage of primary schools in rural areas by 2040. Based on the School Food Sovereignty model, this programme will strengthen the links between school meals, local agriculture and rural development, whilst mobilising technical and vocational training schools (ETFP) as centres for learning, agricultural production and agri-food processing, with a view to ensuring a sustainable supply for school canteens and the socio-professional integration of young people.

Under the direct supervision of the Country Director, the consultant will have the following responsibilities:

• Conduct a desk review of the policy, the road map and the concept, including the further national documents on which the concept builds.
• Organize bilateral consultations with relevant stakeholders to be identified by the MoE in cooperation with WFP. If and where possible, consultations could anticipate questions and areas needed to inform a subsequent SABER exercise.
• Carry out a 1–2-days workshop with all relevant national stakeholders, where relevant options for different programme options are presented, along with their respective strengths and weaknesses, with the aim to facilitate decisions by the national stakeholders on the preferences for the NSFP,
• Provide guidance on how such decisions will be pursued during the first years of programme implementation.
• Develop a Programme Document for discussion and finalisation by MoE and WFP Country Office (CO) in Guinea, including an estimate of programme costs per year.
• Develop a detailed Operating Manual outlining the practical implementation needs and steps of the Programme Document.
