In the Philippines, WFP’s efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP) 2024-2028. WFP focuses on strengthening government systems at the national, local government unit and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) levels to further build the resilience of vulnerable individuals and communities.

These strategic objectives are framed within the context of the Philippines being on the verge of becoming and upper-middle income country, while at the same time being one of the world’s most disaster-prone countries. Disasters remain a leading cause of hunger, affecting all aspects of food security: economic and physical access to food, availability and stability of supplies, and nutrition.

While WFP Philippines maintains a strong capacity to respond directly when significant shocks occur, the overall emphasis of the Country Office lies on systems strengthening (disaster risk management, social protection and food systems) at national, LGU and BARMM levels. WFP utilizes its field operations expertise to support the Government in delivering on key food programmes linked to its mandate and the CSP, including supporting the conceptualization and roll out of national priority programmes such as Walang Gutom 2027 and LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) and modelling globally proven programmes such as home-grown school feeding – linking local smallholder farmers production to the institutional demand of school meals programmes. WFP engages at the national level on policy dialogue, supporting legislative advances in areas such as school meals, anticipatory action and rice fortification.

ORGANIZATIONAL CONTEXT:
The Government of the Philippines has made sustained investments in the School‑Based Feeding Programme (SBFP) as a cornerstone of child nutrition, education, and human capital development. Implemented by the Department of Education (DepEd) at national level, and by the Ministry of Basic, Higher and Technical Education (MBHTE) in in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM), the SBFP is transitioning from a largely targeted intervention toward a system anchored in hot meals, expanded universal coverage, defined delivery models, improved linkages to local food systems, and a framework for multi-sector coordination and stronger Local Government Unit (LGU) engagement.

Building on recent policy advances, proof of concepts, and emerging evidence—including home‑grown school feeding (HGSF) modelling, LGU‑led central kitchens, and strengthened alignment with agriculture and nutrition systems—the Government has initiated the development of a National SBFP Roadmap (2026–2030). The Roadmap aims to articulate a phased, costed, and implementable pathway to strengthen governance, delivery models, financing, and multisectoral coordination for school-based feeding at scale.

In this context, WFP Philippines is supporting DepEd and MBHTE, alongside GIZ and the School Meals Accelerator (SMA), with technical assistance to facilitate an evidence‑based, government‑led roadmap development process. A dedicated national consultant is required to design, facilitate, and systematize the Roadmap development process, ensuring it adopts a systems‑strengthening, multisectoral, and decentralized implementation lens, and translates policy ambition into operationally feasible implementation.

JOB PURPOSE:
The National Consultant will support DepEd and MBHTE, alongside the technical partners of WFP, GIZ and the SMA, with the design, coordination, facilitation, and documentation of the National SBFP Roadmap development process (2026–2030). The consultant will act as Lead Coordinator and Facilitator, guiding a structured, participatory, and evidence-driven process that not only produces a National Roadmap, but also builds the foundations for future coordination, decision-making and implementation. 

The roadmap development process is intended to function as a living process, shaping shared understanding, ways of working, and institutional alignment across sectors and levels, rather than concluding with a single planning document. Through this process, the Roadmap will articulate:

• A shared long‑term vision for school meals;

• Clear and context-appropriate operational transition and delivery models (including hot meals, central kitchens, and LGU‑led modalities);

• A pathway for strengthened multisectoral coordination across education, agriculture, nutrition, health, social protection, and local government;

• Sustainable financing and co‑financing pathways; and

• A monitoring and learning framework that captures education, nutrition, and local economic outcomes.

The consultant is expected to operate with a high degree of independence, working under government leadership to coordinate inputs from facilitation and evidence functions, prepare decision‑ready materials for Steering Group guidance, and ensure the Roadmap is completed in line with Government priorities while remaining implementable, adaptive, and institutionally anchored.

KEY RESPONSIBILITIES (not all-inclusive nor exhaustive):
The consultant will work under the overall leadership of DepEd and MBHTE, reporting to the WFP Head of School Feeding, in close coordination with relevant government focal points, the GIZ, the SMA, and other key stakeholders and technical partners. Across all responsibilities, the consultant is expected to prioritise approaches that strengthen systems, enable learning, and model the ways of working required for effective implementation.

1.    Process design & inception:

• Develop a detailed Roadmap development workplan, including methodology, timelines, stakeholder engagement strategy, and facilitation approach, and mechanisms for learning, reflection, and adaptation throughout the process, building on the existing concept note and strategy documents.

• Support the establishment and operationalization of a government‑led Steering Committee and Technical Working Arrangements.

• Design and guide recurrent alignment discussions with support from the facilitation partner to review and validate the workplan, scope, expectations, and governance of the Roadmap process.

• Support DepEd and MBHTE in aligning on the way forward for the BARMM Roadmap within this process and as part of the national roadmap, supporting WFP convening, documentation and action follow up.

2.    Evidence and systems mapping:

• Lead a preparatory desk review and evidence mapping process, consolidating and synthesizing existing processes, documentation, studies, guidelines and policies related to the envisioned Roadmap.

• Work closely with the Evidence Coordinator to prioritize, coordinate and synthesize diagnostics and expected evidence outputs to inform the Roadmap. Evidence will be related to:

• -SBFP and smallholder farmer procurement policies, guidelines, and institutional arrangements;
• -Costing and financing scenarios for phased expansion.
• -Delivery models for hot meals (on‑site kitchens, central kitchens, hybrid models);
• -LGU roles in infrastructure, procurement, co‑financing, and implementation;
• -Agriculture and food supply linkages, including Sagip Saka and HGSF models;
• -Infrastructure readiness (kitchens, storage, WASH).

3.    Development of multisectoral workshops and consultations to inform the roadmap

• Guide the Facilitation Partner [Consultancy Firm] in the design, facilitation and reporting of national and regional workshops and consultations. The workshops and consultations should respond to expected outcomes defined with the steering committee and consultations-specific technical working group. They would engage diverse actors, including National agencies (education, agriculture, health, social protection, budget, planning); BARMM institutions; LGUs; farmer organizations and cooperatives; civil society, private sector, and development partners.

• Ensure consultations provide a platform to strengthen coordination, align investment priorities, and jointly address implementation trade-offs in support of effective SBFP scale up.

• Ensure documentation and systematization by the Consultancy Firm reports on findings, lessons learned, and good practices.

4.    Roadmap drafting and validation

• Lead the synthesis and drafting of the SBFP Roadmap (2026–2030), ensuring a phased and cost‑informed approach; clear articulation of roles and responsibilities across sectors and levels; practical coordination and governance models.

• Support the development of complementary outputs, including operational delivery models; supply chain and procurement models; financing and co‑financing framework; monitoring and results framework.

• Facilitate co-creation and decision-making workshops with the Steering Committee and key stakeholders.

• Support DepEd and MBHTE, along with the Steering Committee, in identifying pathways to institutionalize the Roadmap within policies, guidelines, and planning processes.

• Build capacities of government counterparts through participation in a structured, evidence‑driven roadmap process, iterative learning, and the co‑development of coordination, planning, and decision‑making practices that can be sustained during implementation.

5.    Learning, systems‑building, and ways of working

• Ensure the roadmap development process itself functions as a learning and systems building mechanism. This includes deliberately embedding feedback loops, reflective checkpoints, and iterative adjustment throughout the process, and supporting government counterparts to develop shared ways of working, coordination practices, and decision making routines that can be sustained beyond the roadmap period.

DELIVERABLES

• A detailed workplan, updated concept note and inception report that set out not only timelines and methodology, but also governance arrangements, decision points, learning loops, and ways of working that will guide the Roadmap process, building on what already exists.

• Designed and facilitated national and regional consultation processes (delivered together with the facilitation partner), with structured documentation capturing key insights, tradeoffs, and learning to inform roadmap design and Steering Group decision-making. 

• SBFP Roadmap (2026–2030), developed through an iterative, evidence-based process, including draft versions, decision logs, and a final document that articulates not only agreed directions but how the system is expected to coordinate, decide and adapt during implementation, including: 

• -Multisectoral coordination and governance framework;
• -Operational delivery models (hot meals, kitchens, logistics);
• -Agriculture and food supply linkage models (including HGSF);
• -Costing and financing scenarios;
• -Monitoring, results, and learning framework with active feedback loops.

• Decision‑ready briefs and presentations to support Steering Group review, guidance, and validation at key milestones throughout the roadmap process.

• A concise process learning and institutionalization note documenting lessons on coordination, use of evidence, and governance during roadmap development, and identifying which ways of working should be sustained during implementation.

• Advocacy-ready materials (e.g. summary decks, key messages) to support Roadmap uptake.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education: Advanced university degree (Master’s level) in public policy, development studies, social sciences, education, nutrition, agriculture, or related fields; OR first degree with an additional two (2) years of relevant experience and/ or training.

Experience:    

• At least five (5) years of postgraduate professional experience working within complex, multi stakeholder systems, including government led and multisectoral processes, with a clear orientation toward country owned, system level change, including experience supporting government programmes in education, nutrition, social protection, food systems, or related sectors. 

• Demonstrated experience facilitating complex, multisectoral policy and planning processes. Proven expertise in system-level change, decentralization, and government‑led reform processes. Experience working on school feeding, social protection, food systems, or education sector reforms is highly desirable.

• Country-facing support contributing to diagnostics, strategy development, coordination platforms, or cross sector planning, centering government priorities and reinforcing national ownership. 

• Facilitation and alignment experience, convening diverse actors for collective sense making and coordinated action, using relational practice, curiosity, and constructive engagement with difference. 

Knowledge and Skills:    

• Strong systems thinking orientation, able to identify patterns, interdependencies, incentives, and power dynamics, and help others make sense of complexity in practical ways. 

• Skilled facilitator and convenor, capable of enabling multisectoral dialogue, collaborative problem-solving, diverse perspective sharing, and government led coordination and learning. 

• Adaptive and reflective working style, comfortable iterating approaches, adjusting plans based on emerging learning, and examining assumptions and behaviours to strengthen practice. 

• Strong facilitation, advocacy, and stakeholder engagement skills.

• Strong analytical skills, including the ability to draw conclusions and recommend a course of action.

• Excellent communication skills, including the ability to write clearly and concisely.

• Ability to think creatively, proactively, and problem-solve with flexibility and adaptability.
