POSITION DESCRIPTION: Senior Logistics SME & Wargame Support
Location: Pentagon, Arlington, VA
Status: Contingent Hire – Full-Time – On-Site
Clearance:Active Top Secret/SCI Clearance Required
MUST HAVE: Demonstrated experience leading Department of Defense logistics concept development, Service-level wargaming, Force Design and modernization initiatives, doctrine development, strategic planning, and executive-level logistics support for Senior Executive Service (SES) and General Officer leadership.
Position Summary
The Senior Logistics SME & Wargame Support provides senior-level logistics subject matter expertise supporting Headquarters Marine Corps (HQMC), Installations and Logistics (I&L), Logistics Current and Future Operations Branch (LPOV). Working on-site at the Pentagon, the Senior Logistics SME leads concept development, doctrine integration, logistics wargaming, experimentation, strategic planning, and modernization initiatives supporting Marine Corps Expeditionary Logistics (EXLOG) and future naval logistics operations.
The position develops executive-level information papers, decision briefs, concepts, doctrine, studies, strategic assessments, and recommendations supporting Force Design, PPBEA, Campaign of Learning, logistics sponsorship, modernization initiatives, and classified planning activities at levels up to TS/SCI.
Required Qualifications
U.S. Citizen with an Active Top Secret/SCI security clearance and ability to obtain a CAC card.
Bachelor's degree in Logistics, Supply Chain Management, Military Science, Engineering, Operations Research, National Security Studies, Business, or related discipline.
Eight (8+) years of experience supporting Department of Defense Service-level concept development, logistics strategy, doctrine development, wargaming, studies and analysis, or experimentation.
Demonstrated experience supporting Headquarters Marine Corps, Joint Staff, Combat Development organizations, or equivalent Service headquarters.
Experience developing logistics strategies, concepts, concepts of employment (CONEMPs), concepts of operations (CONOPS), and doctrine.
Experience supporting Marine Corps modernization, Force Design, Campaign of Learning, and future capability development.
Experience supporting Planning, Programming, Budgeting, Execution, and Assessment (PPBEA), Marine Corps Force Development System, and Capabilities-Based Assessment (CBA) processes.
Experience integrating logistics requirements into Service, Naval, Joint, and multinational wargames and experimentation.
Experience supporting logistics integration with OPNAV N4, Joint Staff J4/J7/J8, Combat Development organizations, and other Service headquarters.
Experience preparing executive briefings, decision papers, information papers, strategic assessments, and senior leadership recommendations.
Demonstrated ability to conduct qualitative and quantitative analysis of logistics concepts, doctrine, strategies, and operational plans.
Experience coordinating executive staffing through ETMS2, Microsoft Teams, SharePoint, or similar headquarters workflow systems.
Excellent analytical, briefing, technical writing, facilitation, and executive communication skills.
Preferred Qualifications
Master's degree in Logistics, Military Operations, National Security Studies, Strategic Studies, Systems Engineering, Operations Research, Public Administration, or related discipline.
Military logistics planning experience at Headquarters Marine Corps, Combatant Command, Joint Staff, Office of the Secretary of Defense, or equivalent headquarters.
Experience supporting Marine Corps Expeditionary Logistics (EXLOG), Distributed Maritime Operations (DMO), Distributed Maritime Logistics Operations (DMLO), Expeditionary Advanced Base Operations (EABO), or Force Design initiatives.
Experience supporting Marine Corps Warfighting Laboratory (MCWL), Combat Development and Integration (CD&I), or Service experimentation programs.
Lead the development, integration, and staffing of Marine Corps logistics concepts, doctrine, concepts of employment, concepts of operations, and future logistics strategies supporting Headquarters Marine Corps priorities.
Provide senior logistics subject matter expertise supporting Service, Naval, Joint, and multinational wargames, experimentation, Campaign of Learning events, studies, and operational assessments.
Coordinate logistics concept development with Headquarters Marine Corps, Combat Development and Integration (CD&I), Marine Corps Warfighting Laboratory (MCWL), OPNAV N4, Joint Staff, Geographic Combatant Commands, and other Department of Defense stakeholders.
Support Planning, Programming, Budgeting, Execution, and Assessment (PPBEA), Marine Corps Force Development System activities, Capabilities-Based Assessments (CBAs), and modernization initiatives.
Develop executive-level information papers, decision papers, strategy documents, logistics assessments, white papers, briefing materials, and recommendations supporting SES and General Officer leadership.
Review, assess, research, and provide recommendations on emerging Department of Defense, Joint, Naval, and Marine Corps concepts, doctrine, strategies, operational plans, and policy documents at the Unclassified, CUI, Secret, and TS/SCI levels.
Support logistics sponsorship activities by conducting research, technical evaluations, operational assessments, and strategic analysis of emerging logistics capabilities and initiatives.
Participate in and support logistics advisory meetings, Joint capability development forums, Service planning teams, and executive-level conferences.
Prepare agendas, executive briefing books, information papers, decision support materials, and background documentation for senior leadership engagements, Logistics Advisory events, Installations and Logistics Board (ILB) meetings, and Executive Offsite Symposium (EOS) activities.
Support development, publication, implementation, and assessment of Marine Corps logistics reference documents, roadmaps, strategies, vision documents, operational concepts, and planning guidance.
Analyze modernization initiatives, Force Design efforts, experimentation results, wargame findings, and operational lessons learned to recommend improvements to Marine Corps logistics capabilities.
Coordinate staffing, review, and consolidation of products using Microsoft Teams, SharePoint, ETMS2, and other Headquarters collaboration tools.
Collaborate with Strategic Process SMEs, Strategic Writers, Government leadership, and other contractor personnel to ensure consistency of logistics concepts, doctrine, executive communications, and strategic planning products.
Maintain awareness of emerging logistics technologies, operational concepts, Joint capability development initiatives, and Department of Defense modernization priorities affecting Marine Corps logistics.
Perform other logistics strategy, concept development, doctrine, wargaming, experimentation, and executive support duties necessary to accomplish contract requirements.
