Job Title: Portfolio Services Manager

• The Portfolio Services Manager is responsible for providing portfolio management support within their allocated portfolio under the direction of the Senior Portfolio Services Manager and/or the Delivery Director.
• They support order book and value management activities including stakeholder management, portfolio prioritisation facilitation, benefits realisation, cost management and resource and capability management (i.e. support the matching of supply and demand through demand forecasting and management). They directly support their Senior Portfolio Services Manager and/or Delivery Director to manage their portfolio and they also support the Central PMO to implement the required ways of working into their team.

In this role, you will:

Principal Accountabilities: Value Creation

• Support the portfolio prioritisation process
• Support the identification of cross portfolio dependencies and the impacts
• Support discussions to monitor alignment with strategy and that the portfolio can be delivered in terms of demand and supply, financials, time and benefits realisation
• Respond to adhoc requests to support portfolio management and critical decision making
• Support the portfolio supply and demand process

Principal Accountabilities: Operational Performance 

• Ensure transparency of portfolio performance, milestones tracking, costs and benefits against baseline plan and provide commentary on variations in performance targets and measures to enable achievement of objectives
• Ensure all actions and decisions are documented and tracked to completion within agreed timelines and targets
• Communicate to Portfolio Execution Services any needed changes to the portfolio prioritisation and reporting frameworks
• Support the portfolio prioritisation process on a rolling basis
• Work with programme leads within portfolio to ensure the HSBC Change Framework governance and reporting are in place and portfolio and programme costs and benefits tracked
• Ensure portfolio adherence to the HSBC Change Framework and complete regular checks to evidence assurance

Principal Accountabilities: Capability and People Development

• Foster close collaboration with Delivery Director, Global Head of Risk & Compliance Transformation, Head of Portfolio Execution Services and other teams
• Contribute to a positive work environment and promote teamwork to drive engagement across the portfolio
• Build close working relationships with programme leads within each portfolio

Major Challenges (The challenges inherent in the role that require a continual test of the role holder’s abilities)

• Supporting the Senior Portfolio Services Manager and/or Delivery Director in facilitating executive decision making in a large variety of contexts and within potentially tight timeframes
• Driving the uptake of group standard standardised methodology and tooling for tracking and evaluating programme and portfolio performance

Management of Risk (Operational Risk / FIM requirements)

• The jobholder will also continually reassess the operational risks and likelihood of operational risk occurring. This will be achieved by:
• Reviewing risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new processes. reviewing risks borne of non-compliance to programme/project management standards, policies and best practices
• Facilitating the support activities required to support executive decision making on the change portfolio
• The jobholder should then address any areas of concern in conjunction with line management and/or the appropriate department.

Observation of Internal Controls (Compliance Policy / FIM requirements)

• The jobholder will adopt the Group Risk and Compliance Policies by escalating any identified risks in the first instance to their line manager
• Portfolio Services Managers adhere to the Groups standard tools and methodologies:
• HSBC Change Framework
• Group Standard Business Case
• Group Standard Tooling: Clarity, Rally, GPDM, HIBS

Role Dimensions (e.g. balance sheet size, lending/expenditure limits, size/volume of transactions, budget)

• The jobholder may be required to manage concurrent request from several geographies for their particular portfolio

To be successful you will:

Knowledge

• Good knowledge of Project and Portfolio Management (PPM) concepts
• Good understanding of HSBC Change Framework, methodologies and best practice techniques
• Good understanding of HSBC Group structures, processes and objectives
• Good understanding and operational knowledge of Risk & Compliance Transformation toolset, specifically Clarity, JIRA, Rally and GPDM

Experience

• Proven ability to work with senior stakeholders and business sponsors
• Experience of portfolio management, with a strong understanding of risk and issue management, financial management, programme and portfolio planning, tracking and monitoring performance)
• Strong understanding of analysing, interpreting and working with information (both financial or non-financial) and variance reporting
• Experience in influencing a complex and diverse stakeholder environment
