JOB SUMMARY
JOB SUMMARY: Under general supervision, this position collaborates with engineering staff to perform a variety of technical tasks related to stormwater engineering and floodplain management. This work includes mapping, data compilation, preparation of engineering plans and exhibits, and permit review
ESSENTIALJOBFUNCTIONS:
Maintain and perform quality control of GIS data and resources, including stormwater assets, watershed studies, localized flooding analyses, Letters of Map Change, elevation certificates, and flood monitoring data.
Review, evaluate, issue comments, and approve floodplain development permit applications to ensure compliance with local ordinances and federal regulatory requirements.
Prepare exhibits, charts, illustrations, graphs, and location maps using GIS, Microsoft Office, Adobe, and related software.
Perform mapping and analysis of stormwater and floodplain data using GIS, including mapping assets from as-built construction plans, comparing land conditions using LiDAR and aerial imagery, and using topographic data to assist engineers with assessing flood risks.
Maintain the City's regulatory floodplain map repository and supporting files, including flood studies, elevation certificate records, floodplain development permit records, and other data used by FEMA.
Assist in the design and preparation of engineering plans, specifications, and cost estimates for the construction and maintenance of stormwater and floodplain management projects.
Perform drafting in AutoCAD to prepare and revise engineering drawings and construction plans.
Assist the Stormwater Fund Administrator with the maintenance of the Impervious Coverage Database.
Provide information and assistance to engineers, contractors, developers, and the public regarding policies, manuals, maps, easements, plans, and plats to ensure issues are resolved in a timely and efficient manner.
Perform field visits to verify site conditions and record observations related to drainage issues, erosion concerns, sediment accumulation, and as built asset attributes.
Perform related duties as assigned to support departmental objectives and operational needs.
OTHER JOB FUNCTIONS:
Assist with disaster response efforts, including property assessments for substantial damage determinations, documentation of observations, and preparation of reports related to post-event activities and findings.
Compile documentation of floodplain management activities and prepare submittals for the Community Rating System (CRS) program.
MINIMUM QUALIFICATIONS:
Required Knowledge,SkillsandAbilities:
Knowledge of basic civil engineering principles related to drainage, flooding, and the layout and configuration of public infrastructure.
Knowledge of Geographic Information System (GIS) applications, including mapping, data and asset management, spatial analysis, aerial imagery, LiDAR, and topography.
Knowledge of surveying principles, practices, and applicable laws, including familiarity with legal descriptions, boundary determinations, and right of way documentation.
Skill in using PC software, including the Microsoft Office Suite and other applications to analyze data, prepare reports, and manage project documentation.
Skill in creating exhibits and visual aids that clearly, effectively, and accurately convey information.
Skill in making mathematical computations.
Ability to read and interpret engineering plans, topographic maps, construction specifications, field notes, and related technical materials.
Ability to compile and organize data to maintain accurate and detailed records.
Ability to interpret and apply regulations and accepted standards for floodplain permitting and administration.
Ability to learn Computer Aided Design (CAD) standards for preparing and modifying engineering plans.
