Full job description

Strategic Insight, Ltd. is seeking an Operational Document Specialist position for the Fire Control system onboard SSN Submarines supporting the Sub Launched Cruise Missile-Nuclear (SLCM-N) weapons system. This position is in support of the Naval Surface Warfare Center Dahlgren Division (NSWC DD), and the location is Dahlgren, King George, VA. This position is on-site with limited remote work.

Candidate will provide SSN Fleet Support and participate in developing operating procedures for the Fire Control system onboard SSN Submarines supporting the SLCM-N weapons system. Operational Experience onboard SSN Submarines in the use of Tomahawk Employments is needed with experience serving as an Fire Control Technician (FT2-FTCS).

We are seeking a person at Senior or Mid-level experience. 

NSWCDD was originally established in 1918 as a naval proving ground for testing gun weapon systems, NSWC Dahlgren Division has evolved to focus on advances in technology in Warfare Systems Development and Integration. The NSWC Dahlgren Division is a leading research, development, testing, and engineering (RDT&E) organization within the Department of the Navy.

Mandatory Requirement: Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility for access to classified information at the Secret clearance level.

Responsibilities include but are not limited to:

The individual hired in this position will provide direct support to the SLCM-N fire control system. This may include:

  • Understand the interoperability of the complex battle problem of today to include Distributed Maritime Operations,
  • Understand the dynamic submarine and cruise missile operations,
  • Develop, review, and support operating procedures for the SLCM-N fire control system,
  • Be able to think outside of the box and adapt quickly to the changing complexity of the program, 
  • Leverage new and developing technologies to bolster and launch the program into the future against threats that have been determined and not even thought of yet,
  • Provide technical direction and advice on technology development, testing, refinement, and building,
  • Work with leadership on Acquisition plan for the ARES program from a NSWC DD perspective.

Success for working in this position requires:

  • U.S. Navy operational experience is desired, ideally as a Fire Control Technician (FT2-FTCS). 
  • Ability to effectively communicate and work with NSWC Dahlgren Division and Department staff at all levels, consultants, and other government staff – be a team player.
  • Ability to work with sensitive and classified information.
  • Ability to work with NMCI and RDT&E systems.
  • Ability to adapt and multi-task.
  • Ability to work with a high degree of independence, discretion, and personal initiative.
  • Self-starter, goal oriented, provides timely feedback on progress made on assignments.
  • Excellent organizational skills: ability to prioritize and coordinate multiple tasks, handle complex assignments, maintain status across several stakeholders, and work in a fast-paced environment.
  • Excellent oral, written, and telephone communication skills.
  • Proficiency with MS Office (Outlook, Word, Excel, and PowerPoint) including the ability to create and maintain spreadsheets, prepare presentation slides, and produce customized reports.
  • Familiar with Atalanta tool sets such as Confluence and JIRA.

 Education and Experience:

Journeyman Technical Documentation Specialist

  • A Bachelor of Science (BS) or Bachelor of Arts (BA) degree from an accredited college or university in an engineering, scientific, or technical discipline; or four (4) years of demonstrated subject matter expertise to perform the tasks identified below, which may be concurrent with the qualifications below; or US Naval operational experience at the E4 level or higher.
  • In addition, six (6) years of hands-on experience in the operation and maintenance of SLCM-N fire control equipment aboard an SSN Submarine. Experience in developing, maintaining, and/or using SLCM-N Operating Procedures, Standard maintenance Procedures, Casualty Procedures, Corrective Maintenance Procedures, and other reference documentation required to maintain the SWS at a high state of readiness.

Operational Documentation Specialist

  • A Bachelor of Science (BS) or Bachelor of Arts (BA) degree from an accredited college or university; or four (4) years of a demonstrated knowledge base and subject matter expertise in the discipline of operational/technical documentation functions and applications, including the qualifications below; or US Naval operational experience at the E4 level or higher.
  • In addition, six (6) years of work-related experience demonstrating both a comprehensive knowledge of word processing software applications and office practices and a high degree of skill in applying software functions to prepare complex and detailed documents in Microsoft (MS) Office including MS Outlook, MS Word, MS Excel, MS PowerPoint, MS Access, and MS Project.
  • Demonstrated expertise in preparing or maintaining documentation pertaining to programming, systems operation, and user documentation, as well as expertise in translating business specifications into user documentation, and planning, writing, and maintaining systems and user support documentation efforts. Demonstrated familiarity with standard concepts, practices, and procedures. Demonstrates the knowledge and understanding of the documentation and the strategic, combat or weapon system equipment it supports, including targeting, operational, and training documentation.

Senior Operational Documentation Specialist

  • A Bachelor of Science (BS) or Bachelor of Arts (BA) degree from an accredited college or university; or five (5) years of a demonstrated knowledge base and subject matter expertise in the discipline of operational/technical documentation functions and applications, including the qualifications below; or US Naval operational experience at the E7 level or higher.
  • In addition, ten (10) years of work-related experience demonstrating both a comprehensive knowledge of word processing software applications and office practices and a high degree of skill in applying software functions to prepare complex and detailed documents in Microsoft (MS) Office including MS Outlook, MS Word, MS Excel, MS PowerPoint, MS Access, and MS Project.
  • Demonstrated expertise in preparing and/or maintaining documentation pertaining to programming, systems operation, and user documentation, as well as expertise in translating business specifications into user documentation, and planning, writing, and maintaining systems and user support documentation efforts. Demonstrated familiarity with standard concepts, practices, and procedures. Six (6) years of concurrent specialized experience in three or more of the following areas with the provision that all areas of specialized experience are covered by the group of Documentation Specialists: Operation of SLBM Fire Control Systems or Tomahawk Weapons Control Systems; operating experience in SSBN Weapons Systems; or direct fleet documentation support.
  • Demonstrates the knowledge and understanding of the documentation and the strategic, combat and/or weapon system equipment it supports, including targeting, operational, and training documentation.
