The Training Specialist will lead the design of contextually relevant training resources and curricula for women's micro-entrepreneurs in Tanzania. This includes developing ToT manuals and visual aids in both English and Kiswahili to strengthen local government and community capacity.
Candidates must hold a degree in Education, Instructional Design, or Communications and have a proven track record in developing participatory adult-learning tools. Experience with ToT methodology and working with rural women's groups in similar socio-economic environments is essential.

Project Background
The anticipated project is for Advancing Gender Equality in Tanzania (PAMOJA) a World Bank-IDA financed initiative implemented by the Government of Tanzania through the Prime Minister's Office – Regional Administration and Local Government (PMO-RALG), in collaboration with the Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG).
Spanning 40 district councils across 10 regions in Mainland Tanzania and 8 districts across 4 regions in Zanzibar, PAMOJA seeks to advance women's economic empowerment and strengthen gender-based violence (GBV) prevention and response services. At the heart of the project is a capacity-building and Business Development Services (BDS) program designed to equip approximately 7,500 Community Microfinance Groups (CMGs) predominantly women-led with the governance, financial literacy, and business skills needed to become creditworthy and access sustainable financing. Through a “Train-the-Trainer” model, the program will strengthen the capacity of local government authorities and community-based facilitators to deliver high-quality, context-appropriate training and mentoring, enabling women micro-entrepreneurs to build resilient, climate-informed businesses and improve their economic agency and livelihoods across Tanzania.
Plan International Tanzania therefore is recruiting for two Training Specialist for Mainland and Zanzibar. The applicants should note that the employment offer is conditional, subject to contract award.
Role Purpose
The Training Specialist will lead the design of high-quality, contextually relevant and linguistically accessible training resources for the project. The post-holder will apply participatory adult-learning methods and Training of Trainers methodology to produce Kiswahili and English manuals, visual aids and toolkits tailored to the varying literacy levels of women's groups in the target districts.
Accountabilities
Lead the development and updating of the dual-track training curriculum, comprising individual enterprise modules and group institutional modules.
Audit and adapt existing training resources from key stakeholders to ensure alignment with national standards and avoid duplication.
Ensure all materials are contextually relevant, linguistically accessible in professional Kiswahili and English, and technically aligned with climate-smart and digital financial content.
Design and develop the Training of Trainers (ToT) manual and programme for Ministry Staff and District Focal Points.
Develop visual aids, participatory tools and accessible formats suitable for low-literacy participants and participants with disabilities.
Apply the feedback loop between phases to update training manuals based on real-world field experience.
Technical expertise, skills and knowledge
Essential
Degree in Education, Instructional Design, or Communications.
Proven track record in developing Kiswahili training manuals, visual aids, and participatory adult-learning tools.
Expertise in Training of Trainers (ToT) methodology.
Proven experience with at least two (2) comparable consultancies using Participatory Adult Learning (PAL) techniques, tailored for rural women's groups with varying literacy levels in a similar socio-economic environment.
Desirable
Experience developing accessible and disability-inclusive training formats.
Working proficiency in Kiswahili.
Strong English writing and presentation skills
Experience designing materials for coastal or Zanzibar community contexts.
Computer literacy and curriculum development software is an added advantage
