Job Summary
Highly skilled Facilities Estimating SME / BOE Developer to support proposal development, staffing analysis, cost estimating, and technical solution development for government facilities and base operations programs. R
oles and Responsibilities

Labor Staffing Model Development and Analysis: Utilize prescribed staffing models and estimating tools to develop workforce plans, labor hour projections, FTE requirements, and staffing justifications aligned with contract requirements and operational execution plans.
Cross-Functional Coordination: Collaborate with project leadership, site personnel, maintenance managers, and functional subject matter experts to collect, validate, and reconcile labor and non-labor takeoffs supporting proposal development.
Estimate Integration and Validation: Review proposed staffing levels, materials, equipment, subcontracted services, and other cost elements to ensure consistency with solicitation requirements, technical approaches, historical data, and organizational estimating standards.

Bottoms-Up Estimating: Perform detailed time-to-task, workload-based, and resource-driven estimating to develop independent cost estimates, validate staffing model outputs, challenge assumptions, and support unique proposal requirements not adequately addressed by existing estimating models.
Statement of Work (SOW) Development: Review or develop and refine subcontractor and vendor Statements of Work to support accurate pricing, technical alignment, and scope definition.
Technical and Cost Proposal Evaluation: May assess subcontractor proposals for technical compliance, scope completeness, staffing adequacy, and cost realism.
Process Compliance: Ensure all estimates and BOEs comply with established estimating methodologies, proposal processes, contractual requirements, and customer expectations.
