Singapore's urban landscape is evolving, and so are the ways we plan and manage our city's infrastructure. As part of HDB's car park planning and policy team, you will be at the heart of this transformation, driving strategies that shape how Singaporeans move and park in the years ahead.
You will work on a broad range of policy, planning, and analytics work — from demand forecasting and scenario planning to collaborating with government agencies on national mobility programmes. Your insights will directly inform decisions that impact communities across Singapore.
We are looking for someone with a tertiary qualification in Economics, Business Analytics, Public Policy, Finance, or Real Estate, and at least 3 years of relevant experience in policy development, data analytics, or transport and land use planning. Strong analytical and communication skills are essential, and familiarity with tools such as Python, SQL, Tableau, or Power BI will set you apart.

You will be part of a dynamic team responsible for formulating and reviewing strategies and policies to plan, develop and manage HDB car park facilities. You will play a key role in anticipating future mobility and parking needs, translating emerging trends into long-term strategies, and supporting national vehicle-related programmes through data-driven policy and planning. Your responsibilities will include, but are not limited to:
Monitor and analyse mobility and real estate trends that affect parking demand, drive strategic initiatives such as dashboards, planning and forecasting tools, and digital solutions that improves current analysis functions and key metrics reporting.
Collaborate with other government agencies on policy management and analytics research projects to understand and address key shifts shaping Singapore’s future, e.g. electromobility, Car Lite initiatives, and land use sustainability.
Manage car park data and asset information to support accurate record keeping, smooth operations, data analytics, and policy formulation.
Drive major policy and programme reviews end to end, including evidence-based data analysis with demand forecasting, scenario planning and policy evaluation to identify robust options and implementation strategies under different future conditions.
Officers with good potential will be assigned to take on topic leadership roles, engage at senior level forums and mentor others to build leadership capability and leadership skills.
