Job Summary

Performs professional, technical, and administrative work in support of the County's non-ad valorem special assessment programs. Responsibilities include preparing, maintaining, and certifying assessment rolls; analyzing property and mapping information to ensure assessment accuracy; coordinating with County departments, constitutional officers, and property owners; and ensuring compliance with applicable laws, ordinances, and established assessment methodologies. Work is performed with considerable independent judgment under the general direction of the Office of Management & Budget.

Essential Duties and Responsibilities

  • Administers the annual assessment-roll process for road, solid waste, stormwater, and other assigned non-ad valorem assessment programs.

  • Develops, maintains, validates, and documents assessment records, calculations, classifications, exemptions, adjustments, and assessment histories.

  • Reviews parcel, ownership, land-use, service-area, and mapping information received from the Property Appraiser, Geographic Information Systems (GIS), and County departments to identify changes that may affect an assessment.

  • Determines and processes assessment additions, removals, transfers, reallocations, corrections, exemptions, and recalculations in accordance with adopted ordinances, resolutions, assessment methodologies, and administrative procedures.

  • Reconciles assessment records against authoritative Property Appraiser and GIS data and coordinates resolution of discrepancies with the responsible data owner.

  • Coordinates the preparation, review, transmission, certification, and correction of assessment rolls with the Property Appraiser, Tax Collector, County Attorney, Clerk of Court and Comptroller, GIS, Information Technology, and affected County departments.

  • Establishes and maintains an annual assessment calendar to ensure compliance with statutory, contractual, tax-roll, public-hearing, and internal deadlines.

  • Conducts quality-control reviews and identifies duplicate, omitted, inconsistent, unsupported, or potentially inaccurate assessments before certification.

  • Maintains supporting records and an auditable history of assessment changes, approvals, calculations, correspondence, and source documentation.

  • Researches and responds to inquiries from property owners, businesses, County staff, constitutional officers, and other interested parties concerning assessments, exemptions, corrections, and billing.

  • Reviews requests for administrative corrections, refunds, exemptions, or other assessment adjustments and prepares findings or recommendations consistent with County policy and applicable law.

  • Supports public-hearing notices, assessment resolutions, agenda materials, correspondence, reports, and other documents associated with establishing or maintaining assessment programs.

  • Assists OMB leadership and assessment consultants by compiling records, validating data, reviewing draft rolls, testing calculations, and documenting operational requirements.

  • Develops and maintains written procedures, internal controls, process documentation, and continuity materials for assessment administration.

  • Supports the future administration of installment, deferral, hardship, or similar assessment programs as programs are adopted by the Board.

  • During an emergency or crisis situation, this position may be required to be present at the Emergency Operations Center (EOC) to provide assistance while activated

  • Performs other duties as assigned

Minimum Requirements

  • Bachelor’s degree in Public Administration, Business Administration, Finance, Accounting, Planning, GIS, or a closely related field

  • Three years of progressively responsible professional experience involving special assessments, property taxation, utility or solid-waste billing, local-government finance, GIS data administration, revenue administration, or a closely related field. Five years are preferred

  • Experience working with local government Property Appraisers Office or Tax Collectors Office is preferred.

  • Experience administering Florida local government non-ad valorem assessments is preferred.

  • Experience with assessment-roll preparation, certification, corrections, excemptions or public hearing process is preferred.

  • Advance proficiency with Microsoft Excel, databases, enterprise financial systems, and GIS applications.

  • A High School Diploma or GED equivalent

  • Valid Florida driver’s license with clean driving record

  • Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job

Working Environment and Physical Demands

Must be able to remain in a stationary position 70% of the time.

The person in this position needs to be able to frequently move about inside the office to access files, personnel, office machinery, etc., and occasionally outdoors.

Constantly operates a computer and other office productivity machinery, such as a telephone, calculator, copy machine, and computer printer.

Occasionally ascends/descends natural inclines which may be steep to facilitate photos/videos in all areas of the County’s operations.

Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull otherwise move objects, including the human body

Position operates in both indoor and outdoor environments. The employee risks exposure to dust, extreme temperatures, high humidity, inclement weather, pollution, fumes, and unpleasant sounds and odors.
