JOB SUMMARY
Under the general supervision of the Superintendent or Foreman, the incumbent of this class performs semi-skilled work involved in the installation, maintenance, and repair of water mains, service connections, valves, hydrants, sewer lines, storm sewers, pumping stations, catch basins, manholes and other equipment used in a water treatment and sewer system facility. Does related work as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Supervise/Direct the work assignments of a small crew of Water & Sewer Maintenance Worker Grade 2 and Laborers;
Makes taps on water mains for customer services and for installing valves, gates, and fire lines;
Locates leaks, installs clamps and sleeves, and makes other emergency repairs;
Cleans, checks, evaluates, and maintains pumping station and equipment to ensure continuous operation;
Installs, repairs, and resets hydrants, valves, meters, pumps, related water distribution equipment, catch basins and storm drainage systems;
Installs lines from the water main to the curb stop;
Operates mechanical equipment including backhoes, loaders, air compressors, drills, pumps, generators, vacuums, rodders, jetters, and welders torches;
Digs trenches for service lines, water mains, drainage and catch basins;
May read, replace, and repair water consumption meters;
Mows lawns, plows snow, collect rubbish and litter to keep clear access to pumping stations, hydrants, catch basins, storm drainage systems, etc.;
May perform minor custodial duties;
Responds at all times to emergency calls;
Raises or lowers manholes for paving purposes;
Checks, cleans, and repairs sewer lines;
May climb water tower and tanks to inspect facilities and perform maintenance;
May enter various permit-required certified spaces to maintain, repair, or replace facilities.
SUPERVISORY RESPONSIBILITIES
Supervision may be exercised over the work of Grade II Maintenance Workers and/or Laborers.
QualificationsREQUIRED KNOWLEDGE, SKILLS, ABILITIES, AND ATTRIBUTES
Good knowledge of the practices, tools, equipment, and terminology used in the installation, maintenance, and repair of water distribution and sewer collection systems; good knowledge of the operation, maintenance, and repair of pumps, motors, and other auxiliary equipment as they relate to water distribution and storm sewer systems; ability to read, understand and record data from gauges, scales, and meters; ability to understand and carry out oral instructions; ability to withstand heavy labor for extended periods; ability to effectively use computer applications such as spreadsheets, word processing, calendar e-mail and database software; ability to read, write, understand and communicate in English sufficiently to perform the essential functions of the position; dependability; physical condition commensurate with the duties of the position.
MINIMUM QUALIFICATIONS (As Adopted by Westchester County Department of Human Resources)
Graduation from high school or trade school or possession of a high school equivalency diploma and either: (a) one year of experience as a journeyman plumber; (b) four years of experience as a plumber’s helper; or (c) two years of experience in the operation, maintenance or repair of mechanical equipment.
SPECIAL REQUIREMENT AT THE TIME OF APPOINTMENT: Possession of a valid license to operate a motor vehicle in New York State.

The physical requirements of this position require sufficient physical ability to work in a field setting and operate assigned equipment; continuous walking, balancing, bending, stooping, kneeling, crouching, lifting of objects weighing up to 10 lbs. from below waist level to above shoulder level and transporting for distances up to 100 yards, fine finger dexterity to operate tools and controls, firm grasp to lift and carry objects; frequent sitting, standing, reaching, twisting at waist, upward and downward movement and side-to-side turning of neck, lifting of objects weighing 11-25 lbs. from below waist level to above shoulder level and transporting up to 100 yards; occasional climbing, pushing/pulling, lifting of objects weighing from 26-50 lbs. from below waist level to above shoulder level and transporting for distances up to 10 yards; infrequent crawling, lifting of objects weighing from 51-100 lbs. below and at waist level, with assistance, and transporting for distances up to 10 feet with assistance.
