National Institutes of Health (NIH) Clinical Center – Materials Management and Environmental Services Department (MMESD)

Position: Full-Time / On-Site

- NIH Clinical Center, Bethesda, Maryland

Hourly Rate: $24.00 - $26.00 Per hour

JOIN OUR TEAM!

We are seeking a highly motivated, detail-oriented Property Control Officer (PCO) to support the National Institutes of Health (NIH) Clinical Center, Materials Management and Environmental Services Department (MMESD) in Bethesda, Maryland. The Property Control Officer will perform critical personal property management functions supporting Government-owned assets throughout the Clinical Center, ensuring accountability, accuracy, and compliance throughout the property lifecycle.

This position provides the opportunity to directly support NIH’s mission by maintaining accurate property records, conducting inventories, resolving discrepancies, processing property actions, and supporting lifecycle management activities for accountable Government property used in patient care, biomedical research, and administrative operations.

CORE RESPONSIBILITIES

· Maintain accountability of all Government Furnished Property (GFP) and Government Furnished Equipment (GFE).

· Administer property accountability using Government property management systems and electronic hand receipts.

· Conduct scheduled and special inventories of accountable and non-accountable Government property.

· Validate equipment records including serial numbers, manufacturer, model, barcode labels, and assigned locations.

· Research and resolve property discrepancies, inventory variances, and accountability issues.

· Coordinate property transfers, turn-ins, excess disposition, and replacement actions.

· Prepare and maintain audit-ready documentation supporting Government property records.

· Coordinate Financial Liability Investigation of Property Loss (FLIPL) documentation when required.

· Maintain accurate property records in accordance with FAR 52.245-1 and applicable DLA guidance.

· Support Government inspections, audits, and inventory validation efforts.

Requirements

  

OPERATIONAL SUPPORT

· Perform annual, cyclic, and special inventories of Government property.

· Reconcile physical inventories with electronic property records.

· Maintain hand receipts and property accountability documentation.

· Coordinate barcode verification and asset identification updates.

· Investigate missing, damaged, lost, or relocated Government property.

· Prepare property reports, inventory summaries, and accountability metrics.

· Coordinate with warehouse operations to ensure proper storage and safeguarding of Government assets.

· Support internal Quality Control and Audit Readiness initiatives.

· Assist with Government property transitions during contract start-up and closeout.

· Ensure compliance with all safety, security, environmental, and records management requirements.

REQUIRED QUALIFICATIONS

· Bachelor's Degree in Logistics, Supply Chain Management, Business Administration, or related field OR Equivalent combination of military or commercial property accountability experience.

· Minimum five (5) years of Government property management or logistics experience.

· Minimum three (3) years managing accountable Government property.

· Experience conducting physical inventories and property reconciliation.

· Experience supporting Government audits or inventory validation programs.

· Experience interpreting Government property regulations and accountability procedures.

· Experience supporting warehouse or distribution operations preferred.

Other Requirements:

· Must be a US Citizen

· Must be able to pass background investigations including a FBI fingerprint check and a National Agency Check with Inquires (NACI) adjudication.
