The Assessment Data and Analytics Specialist is responsible for the development, maintenance, and analysis of data systems supporting the statewide implementation of the Ohio Risk Assessment System (ORAS) within Assessment, Reentry, and Community Supervision and correctional complexes. The position serves as the primary steward of ORAS assessment data across all correctional complexes and Community Corrections Offices, ensuring the integrity, accuracy, and accessibility of records within ACIS and related systems. Responsibilities include maintaining ORAS databases; developing reports, dashboards, and performance metrics for leadership; tracking statewide assessment completion and compliance rates across all ORAS tool types; and analyzing assessment outcomes, including supervision tier distributions, domain-change trends, recidivism indicators, and inter-rater reliability results. The position supports compliance with Department Orders and provides data analysis and reporting to support ORAS program evaluation, operational planning, and continuous improvement initiatives.
| Job Duties: |
-Build, maintain, and administer the statewide ORAS data infrastructure within ACIS and supplemental database systems; ensure accurate entry, storage, and retrieval of all ORAS assessment records (CSST, CST, PST, PIT, RT/SRT) across all 9 complexes and Community Corrections Offices; develop and enforce data entry standards and documentation protocols in alignment with DO 1007 and ACIS configuration requirements.
-Design, develop, and maintain recurring reports and dashboards for the Deputy Director, Reentry Manager, and senior leadership; produce monthly QC roll up reports aggregating CSST on-time rates, CST 45-60 day completion rates, RT/SRT completion, ACIS documentation accuracy, and override utilization by complex and CRO office; ensure reports are distributed by the 10th of each month.
-Track and monitor statewide ORAS completion rates and compliance metrics across all tool types and sites; identify sites with persistent fidelity deficiencies and escalate findings to the Reentry Manager and QC Coordinator; maintain the ORAS Master Compliance Tracker and Approval Request Tracker; support the QC team with data needed for corrective action planning per the Type 1/2/3 failure taxonomy.
-Analyze ORAS assessment outcomes to identify trends in supervision tier distribution, 7-domain CST profiles, domain-change triggers under DO 1007 §8.7.3, inter-rater reliability scores, and recidivism indicators; compile quarterly and annual outcome reports for presentation to the Director and Deputy Director; contribute data findings, and updates needed.

-Time management and managing multiple reporting deadlines simultaneously; attention to detail and maintaining data accuracy across high-volume records.

-Analyze complex datasets and translate findings into actionable leadership reports
-Identify systemic compliance trends and escalate issues appropriately
-Establish and maintain effective working relationships with QC staff, supervisors, UCCI partners, and IT
-Work independently and prioritize competing data and reporting obligations
-Communicate data findings clearly in written and oral formats
-Work in a secure/correctional environment
-Maintain confidentiality of sensitive assessment and client records.
| Selective Preference(s): |
-Prefer two or more years of experience in data analysis, statistics, database administration, or program evaluation within a correctional, criminal justice, or public sector setting. Experience with ACIS, UCCI, or comparable correctional case management systems. Proficiency in Microsoft Excel, Google Suite, data visualization tools. Familiarity with ORAS or other validated risk-needs-responsivity instruments.
| Pre-Employment Requirements: |
Employment is contingent on the selected applicant passing a background investigation.
Requires possession of, and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).
In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.
