About This Position
The Strategy Deployment Manager plays a key role in translating PTP's strategic direction into clear organizational priorities, measurable objectives and executable initiatives.
Working closely with the General Manager, Transformation Department and Senior Management Team (SMT), the role facilitates the development and periodic review of PTP's ambitions, strategic directions and priorities, while maintaining the Company's Strategy / Policy Deployment framework and annual deployment cycle.
The position is also responsible for coordinating the Company Scorecard and KPI cascading process, supporting Management and Board-level decision-making, facilitating strategic management forums, and ensuring disciplined follow-through on Management priorities and special assignments.
In addition, the role provides hands-on support for Kaizen, continuous improvement and structured problem-solving, with selected involvement in LEAN capability development, organizational culture and change-adoption initiatives. These responsibilities directly reflect the approved position mandate.
Key Responsibilities
i. Strategy Development & Strategic Direction Facilitation
Facilitate SMT discussions to develop, review and refresh PTP's ambitions, strategic directions, priorities and strategies.
Conduct research, analysis, benchmarking and assessment of relevant business and operational information to support strategic decision-making.
Consolidate Management inputs and translate complex information into structured strategic insights.
Prepare high-quality strategic discussion materials, Management presentations and decision papers.
Support Management in evaluating strategic options, priorities and implications.
Facilitate structured discussions involving SMT, Heads of Division, Heads of Department and relevant stakeholders.
Document Management decisions and ensure agreed strategic directions are accurately reflected in subsequent deployment activities.
Maintain visibility and alignment of key strategic priorities across the organization.
ii. Strategy / Policy Deployment
Develop, maintain and continuously improve PTP's Strategy / Policy Deployment framework, governance, tools, templates and annual cycle.
Facilitate the translation of SMT-agreed strategic direction into annual organizational objectives, priorities, measures, initiatives and execution plans.
Ensure clear linkage between corporate strategy, annual priorities, KPIs and business initiatives.
Facilitate alignment of Company priorities across divisions and departments.
Coordinate Strategy / Policy Deployment workshops and related Management discussions.
Ensure strategic priorities have clear ownership, performance measures, timelines and expected outcomes.
Maintain appropriate documentation and traceability of strategic deployment decisions.
Monitor progress and highlight significant gaps or areas requiring Management intervention.
Recommend improvements to strategy deployment processes and governance.
iii. Company Scorecard & KPI Management
Coordinate the annual PTP Company Scorecard development, target-setting and review process.
Gather KPI submissions and supporting rationale from relevant stakeholders.
Analyze proposed KPI changes, targets and performance expectations.
Consolidate proposals and prepare supporting analysis for SMT deliberation.
Facilitate Management discussions on proposed Company KPIs, targets and measures.
Ensure KPIs have appropriate definitions, ownership, targets and measurement methodology.
Maintain appropriate governance and documentation throughout the annual scorecard process.
Ensure Company-level performance measures remain aligned with PTP's strategic direction.
iv. Board Scorecard Approval
Following SMT agreement, prepare the Company Scorecard proposal, Board paper and supporting analysis for Board consideration and approval.
Ensure Board submissions are accurate, concise, well-supported and decision-ready.
Coordinate required amendments arising from Management or Board deliberations.
Incorporate approved changes into the final Company Scorecard.
Maintain proper documentation and governance of Board-approved performance measures.
Ensure the final Board-approved Company Scorecard is communicated to relevant stakeholders.
The preparation of the Company Scorecard proposal and Board paper, followed by finalization and KPI cascading after approval, is specifically identified as a core accountability of the role.
v. KPI Cascading & Organizational Alignment
Facilitate cascading of the Board-approved Company Scorecard into divisional and departmental KPIs.
Ensure clear alignment and traceability between Company-level measures and functional KPIs.
Support business functions in translating corporate priorities into meaningful and measurable performance indicators.
Review cascaded KPIs for consistency, alignment and accountability.
Identify potential overlaps, gaps or unclear ownership between functions.
Facilitate alignment discussions where KPIs require cross-functional ownership.
Maintain visibility of the relationship between strategic priorities, corporate KPIs and departmental performance.
vi. Performance Analysis & Improvement Identification
Review relevant organizational performance results and Management inputs.
Identify trends, recurring performance gaps and potential areas for improvement.
Analyze underlying issues requiring structured problem-solving or Management attention.
Facilitate discussions with relevant stakeholders to understand performance gaps.
Recommend potential areas for Kaizen or continuous improvement intervention.
Channel identified opportunities to appropriate initiative owners or Management forums.
Track agreed follow-up where required.
Incorporate performance insights into future strategic planning and deployment cycles.
vii. Kaizen & Continuous Improvement
Provide hands-on support to Kaizen and continuous improvement initiatives across PTP.
Facilitate Kaizen events and structured problem-solving sessions.
Support business functions in identifying problems, root causes and improvement opportunities.
Coach relevant employees and initiative owners on structured improvement approaches.
Support implementation of agreed countermeasures and improvement actions.
Monitor improvement impact and progress.
Conduct sustainment follow-up to ensure improvements are maintained.
Document improvement outcomes and lessons learned.
Support sharing and replication of successful improvement practices across relevant functions.
viii. LEAN & Structured Problem-Solving
Apply relevant LEAN methodologies and structured problem-solving techniques.
Utilize methodologies including Kaizen, SQDC, Value Stream Mapping (VSM), A3 Thinking, Root-Cause Analysis and Standardization.
Support teams in defining problems based on facts and measurable performance gaps.
Facilitate root-cause identification and development of practical countermeasures.
Support evaluation of improvement outcomes and business impact.
Promote standardization and sustainment of successful improvements.
Provide selected support to LEAN capability-building and Academy activities.
Promote a continuous improvement mindset across participating teams.
Requirement
i. Qualifications
Bachelor's Degree in Business Management, Strategy, Engineering, Operations Management, Organizational Development or another relevant discipline.
Master's Degree or MBA would be an advantage.
Exposure to Strategy / Policy Deployment, Strategic Planning or Corporate Performance Management would be advantageous.
Hands-on LEAN and Kaizen experience is required.
LEAN Six Sigma certification would be an added advantage.
Strong English writing, presentation and facilitation capability.
Strong proficiency in Microsoft PowerPoint and Excel.
Power BI capability would be advantageous.
ii. Experience
Minimum 7 years of relevant experience in Strategy Deployment, Strategic Planning, Business Transformation, Operational Excellence, Performance Management and/or Performance Improvement.
Demonstrated experience supporting strategy development through research, analysis and Management facilitation.
Experience developing or maintaining Strategy / Policy Deployment frameworks and tools.
Experience coordinating Company Scorecard and KPI setting/cascading processes.
