Job Summary: Provides program management for all ships store automation initiatives. Develops polices and procedures for all shipboard related automated systems and is responsible for the introduction of automated IT systems into the program both within the Ships Store Program and in the fleet.
Duties and Responsibilities:
Supervises a branch of five (5) civilians in providing staff and operating functions of initiating, supplying, and maintaining the ships stores afloat contract bulletins. Performs full supervisory functions including rating performance, approving leave and taking disciplinary action with regard to the subordinate staff and participates in the accomplishment of the functions described below.
Develops and/or reviews Ships Store Bulletins for new vendors and products. Meets with members of the private sector in this regard. This encompasses stock selection, buying and inventory management and includes distribution and purchase. Develops the range of items to be offered for sale afloat and ashore. Develops model stock plans and load lists, thereby establishing norms for inventories on ships. Develops recommended stocking guides based upon surveys leading to consumption factors.
Plans and directs the activities of the NEXCOM Ships Stores Program (Code A) Government Purchase Card program (AOPC) for two major lines of accounting (NWCF and SSPN) following all applicable Government and eBusiness policies and procedures. Audits all Approving Officials and cardholders to ensure compliance to policies and procedures. Conducts analysis of data to ensure compliance, to include but not limited to areas such as review of fraud, split transactions etc., with NAVSUP policies and procedures. Establishes necessary internal controls by which to manage, operate, and provide oversight of the program. Notes deficiencies, provides guidance and assistance to improve performance of operations under review and assures implementation of on the spot corrections. Prepares report of findings and makes recommendations concerning necessary corrective actions to appropriate personnel. Ensures execution of the program is in accordance with The Department of the Navy (DON) Purchase Card Program, and the DON Consolidated Card Program Management Division specific policies and procedures. Stays abreast of the most current AF procurement and purchase card policy. Submits semi-annual and annual compliance reports to NAVSUP.
Provide Navy ERP expertise and guidance to Code A, NEXCOM. Assist in the execution of financial operations as well as the management of data sets, process and funds flows, and other ERP functionalities where appropriate. Assist with local migration efforts (plan, cutover, and execution). Provide written or instructor led training where appropriate. Participate in meetings with customers as required. Develop recommendations and alternatives to potential solutions to limit impacts. Assess business process recurring errors and locate root cause.
Maintains liaison with Fleet and Type Commanders, Navy Purchasing Officers, Defense Finance and Accounting (DFAS) Center, and other cognizant activities on ship's store problems. Keeps superiors informed of progress and actions accomplished in the course of providing assistance and support to ships stores.
Works under the general supervision of the VP, Ships Store Program, who provides policies, procedures, goals and objectives and consults with the incumbent on a day-to-day basis in connection with unusual problems encountered as well as work progresses. Guides consist of manuals and instructions promulgated by higher authority, those issued by NEXCOM as well as specific letters from other naval commands. Review of completed work is normally made for efficiency of operations, soundness of recommendations and adherence to established objectives, policies, procedures, and other regulatory material.
Performs other related duties as assigned.
Selected candidate must be able to acquire a favorable Access National Agency Check and Inquiries (ANACI), pass a background investigation, meet all requirements for base and ship access.
The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.

A total of 7 years' experience consisting of the following:
GENERAL EXPERIENCE: 3 years' experience in, administrative, buying techniques-merchandising, technical or other responsibilities that enable the applicant to gain knowledge in merchandising, appropriated fund accounting and management, and appropriated fund procurement procedures. Skill in dealing with others in person-to-person work relationships and the ability to exercise mature judgement. Must have experience at a management level in dealing with persons on a high level in government/civilian corporations at the (Admiral, Commanding Officer / CEO, Vice President level).
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for 3 years of general experience.
SPECIALIZED EXPERIENCE: 4 years of progressively responsible experience that provided background in management of operations, merchandising, appropriated fund procurement and accounting procedures and ships store type work; such experience may have been gained as a Senior Enlisted or Sales Officer for ships store operations. Including experience gained at the management level dealing with other senior management level officials (Admiral, Commanding Officer / CEO, Vice President, etc).
The position also requires the ability of the incumbent to acquire a favorable Access National Agency Check and Inquiries (ANACI), pass a background investigation, and meet all requirements for base access; and the ability to secure and maintain a warrant authorizing use of a Government Purchase Card and submission of an Executive Branch Confidential Financial Disclosure Report (OGE450) on an annual basis.
Failure to meet any of the above noted requirements may result in termination of employment.
