About the Opportunity

CBFY is seeking an analytical, innovative, and collaborative professional to join our team as an Outcome Measurement & Quality Improvement Specialist.

This newly created pilot position will play a critical role in strengthening organizational data quality, program performance measurement, and evidence-informed decision-making. The successful candidate will lead efforts to improve data integrity, develop outcome measurement frameworks, establish quality assurance standards, and generate meaningful insights that support organizational growth and accountability.

Working collaboratively across all program areas, the Specialist will help CBFY better understand client outcomes, monitor service effectiveness, identify opportunities for improvement, and prepare the organization for the implementation of a new Client Management System (CMS).

This role combines data governance, program evaluation, quality assurance, business intelligence, and continuous improvement to ensure CBFY can effectively demonstrate its impact on newcomer youth and families.

Key Responsibilities

  • Establish and maintain data quality standards, conduct audits, and promote consistent documentation practices.
  • Develop outcome measurement frameworks, dashboards, and performance reports to monitor program impact.
  • Analyze organizational data to identify trends, service gaps, risks, and opportunities for improvement.
  • Standardize client file management, file closures, and outcome-tracking processes.
  • Lead continuous quality improvement initiatives through data-driven recommendations.
  • Support the implementation of a new Client Management System by developing standardized workflows, reporting structures, and performance indicators.
  • Provide guidance, training, and functional supervision to data administration staff.
  • Collaborate with leadership and program teams to support strategic planning, accountability, and organizational impact measurement.

Qualifications & Requirements

Required

  • Bachelor’s degree in education, Social Work, Human Services, Business Analytics, Program Evaluation, Public Administration, or a related discipline.
  • Previous experience in quality assurance, program evaluation, data analysis, performance measurement, or continuous improvement.
  • Experience working in a nonprofit, government, or human services environment.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Experience developing reports, dashboards, and performance metrics.
  • Advanced proficiency in Microsoft Excel and data analysis tools.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities while maintaining exceptional attention to detail.

Preferred

  • Master's degree in a related discipline.
  • Experience implementing or optimizing Client Management Systems (CMS) or Case Management Systems.
  • Knowledge of IRCC, FCSS, United Way, and nonprofit reporting requirements.
  • Experience with Power BI, Tableau, or similar business intelligence tools.
  • Certification in Quality Improvement, Project Management, Lean, or Continuous Improvement is considered an asset.
