The Counter Terrorism Policing network stretches across the UK and has specialist officers and staff working in a range of fields to thwart terrorist planning and help bring offenders to justice.

Based at our modern offices near to Birmingham International Airport, the Counter Terrorism Policing West Midlands (CTPWM) Intelligence department is responsible for gathering and developing any intelligence that comes in to the unit.

As a Business Assurance Officer, you will work Monday to Friday 0800 - 1600, but an element of flexibility is necessary to meet business needs. 

The Role

This role supports two Counter Terrorism Policing HQ (CTPHQ) functions, Business Assurance and Information Assurance, within CTPWM. 

Business Assurance (BA) provides a single means by which the Senior National Coordinator for CT, and CT leaders, can be assured that ‘Threat, Harm, Opportunity and Risk’ is identified, handled and managed by the CT Network in a consistent and effective manner. 

BA aims to provide a qualitative approach, which ensures that operational policies and standards are being consistently adhered to across the CT Network and outcomes are maximised in every instance. 

Information assurance (IA) provides the steps to ensure that the CT Network’s information assets are kept secure. The regional BA Officer role assists with this function and will support the CTPHQ IA function to ensure that security policies are adhered to in regions.

Responsibilities

  • Providing assurance, that Policies and procedures are consistently applied and local mechanisms are in place to continually monitor compliance. 
  • Developing Regional Policies to ensure consistency.
  • Review, retention and disposal of information. Ensuring compliance with data protection laws.
  • Ensuring that information and intelligence is being assessed and managed consistently and within the prescribed time frames.
  • Conducting peer reviews of decision-making and associated rationales to ensure that the correct outcome is determined and recorded with sufficient detail.
  • Be a regular presence across all local forces/Hubs to drive consistency and standards.
  • Capturing and communicating best practice developed within the region for the benefit of the CT Network.
  • Producing management information for the organisation and regional senior management in relation to business assurance activity and findings Monthly Intelligence Capability Audit Report meetings and report (MICAR).
  • Identifying and addressing any local performance issues as appropriate.
  • Supporting reviews conducted by the CTPHQ National BA and IA teams, involving travel across the CT Network, and any other duties as directed by the Head of the National BA Team.
  • Attending BA Workshops as a Regional representative.
  • Provide advice and guidance on the use of intelligence systems to peers, including the communicating of upgrades and enhancements to users in a timely manner. Where required create, maintain and update Groups, User Management and Operations on intelligence systems to ensure creation and security compliance.
  • Undertake security reviews, with the assistance of the CTP HQ Information Assurance team and implement subsequent security recommendations.
  • Provide resilience to the Compliance and Assurance Team as and when required. 

 

Skills and competencies

Essential

  • Able to assimilate information quickly and formulate solutions, making concise and accurate recommendations based on assessments. 
  • Ability to produce work to a high standard and communicate findings succinctly in suitable written formats or verbally to a diverse variety of audiences.
  • Knowledge of the Government Classification Scheme and associated policies.
  • Able to work effectively within a team, with the ability to plan and organise workload to meet tight deadlines using own initiative. 
  • Proven interpersonal skills and the ability to promote professional working relationships with personnel at all levels of the organisation. 
  • Ability to operate in a demanding environment demonstrating discretion, tact, diplomacy and flexibility.
  • Have an understanding of security policies in relation to secure environments.
  • Ability to produce written reports to a high standard and communicate findings to senior leadership.
  • Ability to manipulate and analyse complex datasets.
  • Hold a full driving licence and willing to travel on occasions both regionally and nationally (Reasonable adjustments considered under the Equality Act 2010)

 

Desirable

  • Thorough understanding of existing priorities, threats and risks and, a solid thematic understanding of the issues confronting the CT Network.
  • Have an understanding of the Cabinet Office Security Policy Framework.
  • Current understanding or willingness to learn, understand and apply Data Protection principles, GDPR, Management of Police Information (MOPI), Freedom of Information legislation, and Computer Misuse Act.
     

Security Clearance

This post requires British nationality (some dual nationalities may be ineligible) and a Developed Vetting clearance.

You will need to undergo additional security clearance checks, with the offer of employment being conditional on obtaining all of the necessary security clearances.

There are limitations on travelling to a small number of countries once in post.
