This selection exercise may be used to generate a reserve list of suitable candidates that may be used to address Organization's similar staffing needs in the future.

 

 

SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST 

 

The Executive Directorate of Capacity Building and Innovation (EDCI) strengthens member countries' policing capabilities through training, and innovation. EDCI focuses on enhancing operational effectiveness across INTERPOL's member countries by integrating capacity building with innovative digital training technologies.

 

The Digital Training Production Coordinator works under the supervision of the Assistant Director of the INTERPOL Global Academy, Capacity Building and Training.

 

Within the framework of the Capacity Building and Training Strategy, the primary tasks of the incumbent will be to coordinate the design, development, storage, maintenance and organization of Digital Training Products to be made available through the ecosystem of digital learning platforms under the Virtual Academy Portal of the INTERPOL Global Academy. The incumbent will foster the incorporation of creative and innovative learning resources, tools and methodologies to ensure the highest quality, accessible, scalable, and sustainable repository of digital training products in line with Member Countries training needs.

 

 

PRINCIPAL DUTIES AND ACTIVITIES

 

The Digital Training Production Coordinator performs the key duties and activities outlined below. These are listed in the order of importance, and indicate main duties and activities performed by the post holder (supervisory responsibility, taking decisions, etc.)


DUTY 1: Digital Training Products development: 
Lead and supervise the development and management of the Virtual Academy repository of digital training products, ensuring that it remains highly accessible, scalable, and sustainable, while following the Organization’s training quality standards and mechanisms, IT security and legal requirements. 

 

DUTY 2: Digital Training Products management:

  • Oversee the organization, maintenance and management of law enforcement digital training content on the CBT platform(s) by coordinating with the Digital Learning Solutions Unit, content creators and subject matter experts to upload, update, and curate all existing learning materials. 
  • Ensure content is tagged, categorized, accessible to the intended law enforcement audience, and aligned with the INTERPOL Training Standards and quality requirements. 
  • Ensure all digital training products operate correctly and efficiently, always accessible and available to Member Countries’ users. Monitor performance, troubleshoot issues, implement fixes to minimize downtime and collaborate with Digital Learning Solutions and IT teams or external vendors to address technical challenges and implement system upgrades.

 

DUTY 3: User support:

  • Provide user support, addressing queries and issues related to the digital training products for which they are responsible. 
  • Develop and create documentation and resources such as user guides, best practices or FAQs to assist users in navigating and utilizing the digital training products independently.
  • Supervise and ensure the Unit provides support in the delivery of digital training courses, principally through conducting effective first level troubleshooting during delivery.
  • Support the Digital Learning Platforms Unit in facilitating users’ access to digital learning resources through secure websites, mobile devices and apps. 


DUTY 4: Data Analytics, Evaluation and Reporting:

  • Utilize analytics tools to track functionality, user engagement, and overall digital training products performance.
  • Tailor and generate reports on key performance indicators (KPIs) and training data to comply with institutional reporting requirements and provide insights to stakeholders for continuous improvement.
  • Identify trends, patterns, and areas for enhancement based on data analysis to optimize the digital training production and the user learning experience.
  • Support the creation and implementation of mechanisms designed to evaluate digital training. In collaboration with the Quality Assurance and Evaluation Unit, the incumbent reviews the results of these evaluations and proposes improvements to future digital training initiatives as part of a continual review and improvement cycle.

 

DUTY 5: Outreach and partnership:
Under the guidance of the Assistant Director, INTERPOL Global Academy, Capacity Building and Training Directorate, provide a consultancy service on new digital training product technologies and best practices in support of member countries, and maintain partnerships with police academies, other international organizations and external partners in the field of digital learning for law enforcement with the aim of further developing content and incorporating best practices.  

 

DUTY 6: Supervisory responsibility:
Manage their team and Unit’s performance ensuring the Sub-directorate’s objectives, Annual Business Plan and Unit Working Plan are accomplished.  

 

DUTY 7: Perform any other duties as may be required by the hierarchy.

 

 

QUALIFICATIONS, COMPETENCIES AND SKILLS


EDUCATION AND QUALIFICATION REQUIRED:
•    University degree of at least three to four years, preferably in education, digital training or a related discipline.
•    Certification related to digital training management, digital learning development and/or E-Learning development tools.
•    Attendance of advanced police training programme(s) for police officers is an asset.

 

EXPERIENCE REQUIRED:
•    At least five years’ experience in Digital Training development and related projects management. 
•    Experience in planning and managing complex tasks, with only minimum supervision. 
•    Experience working in an international environment would be highly desirable; either from employment in an international organization or from participating in e.g. international working groups, joint international projects etc.
•    Experience in identifying training needs, developing and conducting training programmes, preferably operational training.
•    Knowledge and understanding of strategic police issues / communication needs will be considered an asset.

 

LANGUAGES:
•    Professional fluency in English is required. Proficiency in another official languages of the Organization (Arabic, French, Spanish) will be considered an asset. 

 

ABILITIES REQUIRED:
•    IT skills – Excellent computer skills, including the use of advance authoring and development tools for digital training products.
•    Strong sense of initiative to convert needs and ideas into action.
•    Good interpersonal skills to secure cooperation of a range of officials throughout the organization.
•    Demonstrated maturity and professionalism combined with effective communication skills, particularly in an international and multidisciplinary environment.
•    Ability to work under pressure.
•    Ability to work individually and in a team, including conducting collaborative work in cross-cultural environments.
•    Demonstrated initiative, creativity (original thinking), and curiosity.
•    Ability to synthesize complex information.
•    Discretion, diplomacy and tact, with an ability to maintain objectivity and apply logical reasoning.
•    Attention to detail.
•    Good listening skills.

As part of our commitment to transparency throughout our recruitment process, INTERPOL's Staff Manual Regulation 11.4: Age-limit, which states that:

'Officials of the Organization shall not normally be retained in service beyond the age of 65 years. The Secretary General may, in exceptional cases and in the interests of the Organization, extend this age limit, in which case he shall inform the official concerned sufficiently in advance.'

Given this Regulation and in case candidates reach the age of 65 during the potential duration of the appointment, should they be selected for the position and the process proceed to appointment, the employment period may be affected by this regulatory limit and may therefore not extend for the full standard contract duration as published in the vacancy notice.
