Role: Designing Out Crime Manager

Department: Community Safety

Location: Lifewise Centre, Hellaby

Salary: £38,169 - £43,668 

Hours: 37     

Contract Type: Temporary for 2 years

In this role you will be responsible for creative and passionate leadership to a team of Force experts who provide a proactive and pre-emptive approach to reducing crime and protecting the community through use of the National Intelligence Model, National Decision Making Model.

You will also be responsible for managing relationships with Local Planning Officers, SYMCA, architects, designers and developers, promoting an awareness of the principles of crime prevention through design to both build awareness of, and ensure the adoption of, recommended security standards and specifications

Key responsibilities:

  • Responsibility for developing and maintaining excellent collaborative working relationships with key partners and industry, SYMCA planning teams, district local planning authorities, developers and architects.
  • Provide leadership through knowledge, experience, guidance, support and recognition to a specialist team of Design out Crime Officers (DOCO).
  • Monitor, review and assess the quality and accuracy of reports produced by the DOCOs.
  • Utilise, maintain and understand legislation and processes involved in planning applications and developments.
  • Encourage a professional and collaborative approach which affords NPT’s, wider SYP colleagues and partner agencies with focused and coordinated advice in designing out crime, crime reduction and community safety in line with Force Vision and Values, SYMCA Police and Crime Plan and SYP Strategic Plan.
  • Act as an arbiter on complex and large scale development projects, resolving differences of opinion between team members and professionals such as developers, architects, planning officers and politicians, resolving issues to achieve successful and mutually acceptable solutions to eliminate the unnecessary demand and cost of crime from the outset.
  • Provide expert advice to senior colleagues within the organisation and SYMCA’s office on sensitive political developments and high-profile cases, acting on behalf of SYP SYMCA in formulating written responses.
  • Work directly with SYP Counter Terrorism Advisors on sensitive sites to provide a collaborative approach to reducing terrorism threats and improving community safety, responding to emerging national threats requiring the dynamic deployment of resources.
  • Manage appeals by developers through liaison with the Local Government Ombudsman and planning inspectors.
  • Work with local planning authorities to understand future demand and ensure that this is fed into long term planning to support the force’s horizon planning, feeding into the futures board.
  • Collate documents and reports on a monthly basis to highlight positive outcomes achieved by the team, together with responses to partners regarding successfully accredited sites under the Secured by Design scheme.
  • Liaising with developers to provide quotes for the production of Crime Impact Statements and securing and monitoring for payment prior to issue of the Crime Impact Statement
  • Enable and inspire team members to broaden their knowledge and expertise by ensuring they receive adequate training for their role, liaising with senior police colleagues and partners to develop tailored Continuous Professional Development, and creating an environment for staff to flourish and develop in a specialist role which is constantly evolving in response to new and emerging crime trends.
  • Act as an expert advisor to the Corporate Communications department on seasonal crime prevention campaigns.

 

Skills and experience:

  • The post holder should be qualified to the equivalent level of that of a fully qualified DOCO team member/ SQSS.  i.e. Is qualified at a Level 5 foundation degree in Designing Out Crime and has a minimum of three years' experience in a relevant security profession (in the last five years).
  • In depth knowledge of planning processes and legalities is required for the supervisor to appropriately risk assess and prioritise workloads, to accurately advise their staff on complex cases, and to arbitrate on cases where there is a difference of opinion between the DOCO and the planning officer, architect or developer
  • An ability to be politically astute, as well as having an understanding of current legislation, regulations and policy in respect of planning and building design, relevant national crime prevention and reduction strategies.
  • Maintains a full membership to a relevant professional body, institute or certification scheme that has a professional code of conduct, to which members adhere e.g. Security Institute.
  • Requirement to hold a full UK driving licence, use of a vehicle and the ability to travel.
  • Excellent written and verbal communication skills using a variety of methods to ensure clear, accurate and appropriate sharing of information.
  • Experience and confidence in relation to leading a team.
