Full job description

POSITION OVERVIEW
Native Network is seeking an experienced Senior Project Manager to lead broadband and telecommunications projects serving Tribal Nations, public-sector organizations, and rural communities.

This is not a traditional project management role. Success requires more than maintaining schedules and project plans. The ideal candidate combines strong project management fundamentals with critical thinking, intellectual curiosity, customer relationship skills, and exceptional documentation discipline.

The Senior Project Manager serves as both project leader and trusted advisor, working closely with customers, engineering teams, and leadership to deliver successful project outcomes while building long-term stakeholder trust.

WHAT SUCCESS LOOKS LIKE

Successful project managers at Native Network:
• Build trusted relationships with Tribal partners and customers.
• Produce accurate documentation that requires minimal revision.
• Ask thoughtful questions before proposing solutions.
• Learn the technical, operational, funding, and customer context of their projects.
• Take ownership of project outcomes rather than simply tracking tasks.
• Work collaboratively with engineering, leadership, and customers to solve problems.
• Improve processes thoughtfully after first understanding the business.

KEY RESPONSIBILITIES

Project Leadership
• Lead projects through their full lifecycle.
• Develop and manage scope, schedule, budget, risks, and dependencies.
• Proactively identify and resolve project challenges.
• Manage change requests and stakeholder expectations.

Customer & Stakeholder Management
• Serve as primary point of contact for assigned Tribal and customer accounts.
• Build trusted relationships through proactive communication and follow-through.
• Develop a deep understanding of customer goals and priorities.

Communication & Documentation
• Facilitate productive meetings with clear decisions and action items.
• Produce accurate, audit-ready documentation and status reporting.
• Maintain organized project records and version control.
• Create professional reports, presentations, and customer deliverables.

REQUIRED CAPABILITIES

• Build trust with customers and stakeholders.
• Produce accurate, professional project documentation.
• Learn unfamiliar technical, operational, and customer environments quickly.
• Facilitate productive meetings and drive accountability.
• Identify risks and solve problems before they impact project outcomes.

DESIRED QUALIFICATIONS

• 5+ years managing complex telecommunications, broadband, engineering, infrastructure, utility, public-sector, or related projects.
• Exceptional written communication and documentation skills.
• Experience managing customer relationships and executive communications.
• Strong analytical, critical-thinking, and problem-solving abilities.
• Demonstrated ability to learn quickly and adapt to unfamiliar environments.
• Humility, curiosity, and a willingness to seek clarification when needed.
• PMP certification preferred but not required.

We value curiosity and sound judgment more than niche telecommunications expertise. Candidates who demonstrate strong analytical thinking, adaptability, and communication skills are encouraged to apply.

REQUIRED APPLICATION DOCUMENTS

  • Resume
  • Cover Letter
  • Three professional references (due after final interview)

Candidates advancing beyond the initial screening may be asked to complete a project-based exercise evaluating documentation quality, critical thinking, communication skills, and professional judgment.

BACKGROUND CHECK
This position requires a comprehensive background check, which may include criminal history and driving record review. Background checks will be conducted in accordance with applicable laws and will include verification of professional certifications and education.

Native Network believes that the path to self-determination for Native American Tribes is through control of telecommunications and technology. We help tribes leverage telecommunications systems and services to ensure economic vitality and diversity of their respective communities—enhancing educational, healthcare and business opportunities. Our vision is to build a telecommunications network that connects all the tribes of the United States—a modern network that mirrors historic trade routes. In America’s pre-European history, indigenous people were connected by a sophisticated structure of routes that not only encouraged trade, but also promoted cooperation and prosperity. Using historic trade routes as a model, and modern technology as a means, we create a new age of prosperity for participating tribes and their communities. Native Network understands telecom challenges in rural communities. Our team built the first cellular system in North Eastern Washington, branded as Cellular One. We built the first competitive telephone company delivering dial up Internet and phone service to remote cities in Washington, Idaho and Oregon. We’ve also engineered, designed, implemented and supported both rural and urban competitive wireless and wireline carriers with broadband and telecom infrastructure deployment. Our team has 75+ years of experience in telecommunications, technology, operations, management, and consulting. Our focus is bridging the digital divide in rural and underserved markets, but we have a wealth of experience working in metropolitan and global markets as well. We have a variety of offerings to assist tribes with their technology planning and development in their journey to telecom independence. • Feasibility studies • Development of a tribal branded mobile phone service • Engineering, design, equipment selection & sales • Data center design & execution • Various professional services
