Are you a seasoned leader ready to take charge of stormwater operations across Sarasota County? In this high-level management role, you’ll supervise 35–40 staff members and oversee daily activities for work crews handling routine maintenance, emergency response, and special projects.
You’ll manage about an $18 million annual budget, coordinate equipment and resources, ensure safety, and work closely with the engineering teams and core business services on staffing, budgeting, training, and operational planning.
Reporting directly to the Stormwater Director, your leadership will directly influence the efficiency, safety, and success of critical stormwater operations.
The pay starts between $95,000.00 - $112,000.00/ annually (based on experience), and benefits begin within 60 days of hire.

About the Position
Make an Impact Leading Stormwater Operations:
Provide leadership to stormwater operations.
Responsible for planning, directing, and continuously improving the County's stormwater operations and maintenance programs to protect public safety, reduce flood risk, preserve public infrastructure, maintain regulatory compliance, improve water quality, and maximize the lifecycle performance of County stormwater assets.
Develop and direct maintenance strategy for County stormwater infrastructure based on level of service criteria set by County Commission through administration.
Utilize asset condition data and risk-based prioritization to optimize maintenance activities and capital replacement recommendations.
Employ asset data and technology in reporting, including cartegraph, electronic and drone inspections, dashboard reporting, Power BI or similar analytics.
Generate and maintain exceptional customer service and relationships with customers/residents and other departments, government and nongovernmental agencies.
Ensure compliance with county, state and OSHA regulations, including NPDES MS4, FEMA CRS, FDEP water quality initiatives and environmental permitting / stewardship.
Coordinate use of external resources/vendors.
Organize/coordinate/schedule daily activities and functions of assigned supervisors.
Review and monitor safety equipment and correct safety procedures.
Utilize computerized programs for scheduling and time management.
Interface with other units/core services and manages interlocal agreements.
Assist with establishing workload priorities to meet deadlines. Prepare and deliver presentations to county management and external parties; includes updates regarding maintenance activities, repairs, equipment needs, and staff resources.
Coordinate and ensure appropriate supply of work materials; tracks and maintains store inventories.
Participate in hiring of staff, performance reviews and disciplinary actions.
Lead/direct/supervisor lower-level positions in organizing/coordinating the daily activities/functions and emergency operations of assigned work crews.
Monitor and review work crew assignments and equipment demand.
Arrange for staff and major equipment at emergency and scheduled work sites.
Prepare master schedule of routine maintenance operations.
Research cost and oversee expenditures for all operations and equipment needed.
Research and prepare staffing needs for all assigned operations.
Monitor, analyze/assess effectiveness and efficiency of all aspects of work performed and recommends adjustments to job plans.
Develop long range maintenance plans and coordinates with outreach groups.
Prepare, schedule and conduct performance review sessions and disciplinary actions.
Implement and monitor vendor contracts; assists in union negotiations as assigned.
Prepare and implement operating budget, business plans, staffing plans, goals and objectives.
Work closely with stormwater engineering for stormwater quality initiatives, pipelining program and review of design plans.
Develop and conduct training programs.
Ensure all staff are trained and/or certified for health and safety, equipment operation, and county protocols.
Standard Work Hours are Monday - Friday, 7:00 a.m. - 3:30 p.m. *On-call Required
About You
Minimum Qualifications:
A Bachelor’s degree in construction, engineering, or job-related field AND six (6) years of progressively responsible related experience.
-OR- A Master’s degree in construction, engineering, or job-related field AND four (4) or more years of related experience.
-OR- May consider substituting years of experience for the four (4) year degree.
-AND-Four (4) or more years of supervisory/management experience.
A valid Florida driver's license at the time of hire.
Preferred Qualifications:
Knowledge of current principles and practices relating to utility operations and maintenance.
Knowledge of applicable federal, state, and local policies and regulations related to wastewater and stormwater management.
Knowledge of the health and safety hazards and precautions associated with the work performed in the section.
Proficient in Microsoft Office applications, including Excel, Word, and Outlook.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five (5) years.
