Position: Grants and Compliance Specialist — Sudan and Region
Location: Sudan (with regional support responsibilities)

Position Overview

The Grants and Compliance Specialist based in Sudan with possible travel to Chad and Uganda serves as the Department’s primary in-country focal point for post-award grant coordination, donor reporting, documentation management, compliance tracking, and audit communication. The Specialist facilitates communication between the Department and the Sudan Country Office but does not exercise line-management authority over project, state, or departmental staff.

Core Responsibilities

  • Coordinate grant-management communication among project teams, state coordinators, the Sudan PMO, Finance, Operations, Procurement, Human Resources, MEAL, Information Management, Communications, and other relevant departments.
  • Maintain Sudan grant files, award documentation, evidence records, reporting calendars, and request trackers.
  • Communicate donor reporting requirements and internal deadlines to responsible departments.
  • Coordinate the collection and consolidation of approved programmatic, financial, operational, procurement, and performance inputs.
  • Review submitted documentation for administrative completeness and flag missing or inconsistent information to the responsible department.
  • Support preparation of structured grant reports for review by the United States-based Grants and Compliance Specialist and the Director.
  • Track grant deliverables, milestones, award conditions, reporting obligations, and management-assigned follow-up actions.
  • Maintain country-level compliance, documentation, and audit-request trackers.
  • Facilitate communication during donor monitoring visits, compliance reviews, and external audits.
  • Coordinate audit-documentation requests, meeting schedules, information flow, and deadline follow-up.
  • Escalate missing documentation, reporting delays, unresolved discrepancies, or potential compliance risks.
  • Support grant modifications, close-out processes, project evaluations, and lessons-learned exercises.
  • Coordinate with MEAL and Information Management teams on indicator reporting, evidence compilation, data-quality concerns, and results documentation.
  • Maintain organized and accessible grant evidence files throughout the award lifecycle.

The Specialist does not independently validate or certify departmental records, conduct internal audits, author substantive responses on behalf of responsible departments, or assume ownership of audit findings. Each department remains responsible for the accuracy, completeness, authorization, and timely submission of information within its functional area.

Professional Experience

  • 5–10 years of progressive experience in grants management, compliance, project management, or program support within humanitarian or development organizations.
  • Proven experience working with international or national non-governmental organizations (INGOs/NNGOs).
  • Demonstrated experience managing the full grant lifecycle, from proposal development and award through implementation, reporting, and close-out.

Donor Experience

Experience working with one or more major institutional donors, such as:

  • USAID / BHA
  • ECHO
  • FCDO
  • GIZ
  • SDC
  • United Nations agencies (UNICEF, UNHCR, WFP, UNFPA, WHO)
  • European Union (EU)
  • World Bank

Compliance Experience

  • Ensuring compliance with donor regulations, organizational policies, and contractual requirements.
  • Reviewing grant agreements and monitoring compliance throughout project implementation.
  • Supporting internal and external audits and implementing audit recommendations.
  • Identifying compliance risks and developing mitigation measures.

Reporting Experience

  • Preparing and reviewing high-quality narrative reports for donors.
  • Coordinating with finance teams to ensure timely and accurate financial reporting.
  • Monitoring reporting schedules and ensuring all donor deadlines are met.

Project Management Experience

  • Coordinating with program, finance, human resources, procurement, and logistics teams to ensure effective grant implementation.
  • Monitoring project work plans, deliverables, and key performance indicators (KPIs).
  • Supporting proposal development, budget preparation, and project start-up processes.

Technical Skills

  • Advanced proficiency in Microsoft Excel.
  • Strong working knowledge of Microsoft Word and PowerPoint.
  • Experience with grant tracking tools and compliance monitoring systems.
  • Knowledge of Power BI or other data visualization tools is an asset.

Education

  • Master's degree in Business Administration, Project Management, International Development, Finance, Economics, Public Health, Law, International Relations, or a related field is required.
  • A professional certification in grants management or project management (e.g., PMP, PMD Pro, or equivalent) is considered an advantage.
