Full job description

Workforce Liaison (Temporary), Hayward

Rubicon transforms communities by equipping low-income East Bay residents to break the cycle of poverty. We believe community transformation is best accomplished when led by residents themselves, and our program offers participants the opportunity to become change agents in their community. By strengthening their own financial, social and health situation, participants emerge ready to act as leaders in community and civic life. Their personal successes will have a ripple effect, benefiting their family and broader community.

This is a full-time, TEMPORARY - 8 months non-exempt position reporting to the Business Service manager.

RESPONSIBILITIES

  • Perform workforce liaison duties as assigned under the DAEI (DOR/AJCC Collaboration) project, providing workforce development career services to individuals with disabilities, including outreach, recruitment, and reporting.
  • Coordinate services with partnering agencies, including the Department of Rehabilitation (DOR), employers, and other workforce development partners, through case conferencing and regular communication to support participants toward successful employment placement.
  • This position requires the ability to serve as a Disability Benefits/Work Incentives Planner, providing participants with guidance on how employment and earnings may affect SSI/SSDI and other public benefits.
  • Assist businesses by identifying and presenting qualified participants to them. Deliver quality employer/customer services before, during, and after placement, including sharing timely employment information and resources with participants and staff.
  • Develop work experience opportunities for participants by building business and community partner relationships. Partnerships may include paid/unpaid experiential learning opportunities such as transitional employment, subsidized on-the-job training, community service/volunteer work, internships, immediate employment opportunities, and long-term career-oriented employment at or above the self-sufficiency standard.
  • Facilitate employment readiness workshops, discussion groups and/or classes to assist job seekers with the development of individualized job search strategies as needed.
  • This position requires the incumbent to travel to different business throughout the Bay Area; therefore, proof of a valid driver’s license and current auto insurance, and an acceptable Motor Vehicle Report are required.
  • Provide ongoing job retention support to both participants and employers for one-year post placement into unsubsidized employment and document and report progress per agency standards

COMPETENCIES

  • Recruiting, job placement, or sales/business development experience and expertise with a results orientation; candidates will be expected to demonstrate proof of having developed effective outreach strategies, ease and success with making cold calls and presentations, and using effective closing techniques.
  • Teamwork, interpersonal flexibility, relationship-building, relationships management, coaching and excellent communication and presentation skills, oral and written.
  • Group facilitation or training experience.
  • Technology; Microsoft Office (Outlook, Word, Excel, and PowerPoint) and experience using client record management systems and/or databases.
  • Cultural Responsiveness and alignment with our values and commitment to equity and inclusion
  • If you don’t currently possess our organizational core competencies of Trauma-Informed Care, Motivational Interviewing, and Coaching, you are expected to participate in the necessary training Rubicon provides
  • Ability to obtain the Work Incentives Practitioner Credential (WIP-C) for benefit/incentive planning within six (6) months of hire; maintaining this certification is required to retain employment in this position.
  • Experience working with individuals with a disability and employment services and knowledge of WIOA Workforce Innovative Opportunity Act programming is highly desirable.

COMPENSATION

  • $23-27 per hour
  • Medical, Dental and Vision health plans. Kaiser and Sutter Health options.
  • Paid vacation and sick leave, 13 paid holidays.
  • 4 days paid restorative holiday between Christmas and New Year’s.
  • Employer sponsored retirement plan.
