Sexual Harassment Specialist Consultant – Sexual Harassment Prevention in Schools

Project: NOUR—Preventing Sexual Harassment in Moroccan Public Schools

Location: Remote with one field trip to Morocco

Duration: 18 months, with the possibility of extension based on project needs and funding availability.

Reporting to: Project Coordinator

Languages Required: English; Preferred: French and/or Arabic/Darija.


1- Purpose:

Project Soar, in partnership with Morocco's Ministry of Education (MOE), is implementing NOUR, a 18 -month initiative and an innovative, co-created sexual harassment (SH) prevention program for public middle and high schools in the Marrakech-Safi region designed to contribute to the creation of safe, inclusive, and protective school environments by preventing sexual harassment and improving students’ well-being in Moroccan public schools. There are currently no existing tools, curricula, or training programs for SH prevention in Moroccan public schools. NOUR addresses this critical gap by uniting school administrators, staff, teachers, and students around a scalable, replicable prevention system.

The project responds to research findings showing concerning levels of sexual harassment in schools, limited student awareness regarding consent and boundaries, and the absence of formal prevention and reporting systems within schools. The program will reach an estimated 1,500–1,800 students and 120+ school staff and educators across 5 pilot schools in collaboration with educational authorities, schools, and parents’ associations. The NOUR Toolkit, to be co-created with key stakeholders, will include an animated SH prevention film, a school SH prevention guide, an online training and certification program, a card game, awareness posters, and monitoring & evaluation tools.

Project Soar is seeking a qualified Sexual Harassment Prevention Consultant to lead the technical content development of the NOUR Toolkit and provide ongoing advisory support throughout the project. The consultant will bring specialized expertise in developing SH prevention and referral programs for school settings. The consultant will work closely with Project Soar staff, an Education Consultant, MOE representatives, school directors, social assistants, teachers, and students to ensure all NOUR content is evidence-based, culturally appropriate, contextually relevant, and suitable for adolescents.

2. Objective:

The Sexual Harassment Specialist will lead the technical design, implementation, and quality assurance of interventions focused on the prevention of sexual harassment within schools. The specialist will provide expertise in developing culturally responsive prevention strategies, awareness materials, reporting and referral approaches, and training content aligned with child protection, safeguarding, and gender equality principles. The Sexual Harassment Specialist will support capacity strengthening for teachers, mentors, and relevant stakeholders on topics related to sexual harassment prevention & response mechanisms. The specialist will also ensure that all interventions promote safe, inclusive, and respectful environments for adolescents and young people. The sexual harassment specialist must uphold strict confidentiality, safeguarding, and child protection standards throughout the implementation of the project. All activities involving students and participants must prioritize safety, dignity, informed participation, confidentiality, and psychosocial well-being.

3- Required Profile and Qualifications

The consultant must be registered as one of the following legal profiles:

  • Individual auto-entrepreneur

  • Independent consultant (subject to 30% withholding tax as applicable)

  • Consulting firm or association (with demonstrated individual expert to lead the work)


Required qualifications:

  • Master’s degree in Education, Gender Studies, Psychology, Social Sciences, Child Protection, or a related field.

  • Minimum 5 years of experience in SH prevention, gender-based violence (GBV) prevention, safeguarding initiatives in schools, or related youth well-being programming.

  • Demonstrated experience collaboration with other consultants

  • Demonstrated experience developing and/or implementing sexual harassment solutions and sexual harassment awareness and prevention training programs for schools or educational. Preferred: Experience with teacher and staff training on sexual harassment prevention in schools and developing solutions such as referral systems.

  • Strong knowledge of trauma-informed, age-appropriate approaches to SH prevention for adolescents.

  • Proven ability to navigate sensitive discussions with adolescents and adults in a respectful, age-appropriate, trauma-informed, and culturally responsive manner.

  • Excellent written and verbal communication skills in English. French, and/or Arabic/Darija highly preferred.

  • Strong interpersonal and facilitation skills

  • Critical thinking and effective problem-solving capabilities.

  • Ability to work with adolescents and diverse stakeholders

  • Strong organizational and project management abilities

  • Commitment to gender equality, child rights, and safeguarding principles

  • Familiarity with the Moroccan cultural, educational, and institutional context preferred. Experience working in the MENA region preferred.

  • Experience working with international donors and partners.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), Google Workspace (Docs, Sheets), and other relevant software tools.

5- Responsibilities:

The following responsibilities are tied directly to the deliverables listed above:


Toolkit Co-Creation

  • Support the facilitation of a 2 day participatory ideation workshop with MOE representatives, school directors, social assistants, teachers, and student representatives to co-design the NOUR Toolkit.

  • Develop the content of all NOUR Toolkit components: guide, training modules, film script, card game, posters, and survey tools in English (will be translated into Arabic and French) for Moroccan school contexts : hand off finalized content in design-ready formats.

Mentors/ Staff Training Support

  • Support the Education Consultant in facilitating sessions during the 3-4 days NOUR mentors training in Marrakech, covering SH prevention content, NOUR methodology, and Toolkit usage.

  • Prepare session materials in English for the Mentor Training.

Monitoring, Learning & Scale-Up Support

  • Support the development of baseline and endline surveys for the training program

  • Review baseline/endline survey data findings and provide technical input as requested.

  • Support facilitation of the Lessons Learned Summit with key school stakeholders to review pilot findings and refine the NOUR Toolkit for scale.

  • Submit a Final Recommendations Report summarizing lessons learned and proposed adaptations to the NOUR Toolkit for broader replication.
