The MERL Officer is responsible for the collection, quality control, and analysis of project data to ensure timely reporting and goal achievement. They will develop M&E tools, supervise baseline and evaluation studies, and provide recommendations for project improvement.
Requires a bachelor's degree in statistics or a related field with three years of experience in monitoring and evaluation. Proficiency in data management software such as SPSS, Access, or Epidata and fluency in French and English are required.

• Veiller à ce que la collecte, la saisie et la mise à disposition des données et informations s'effectuent dans les délais impartis
• Assurer le contrôle qualité de toutes les données collectées dans le cadre du projet
• Contribuer à l’élaboration d’un cadre conceptuel portant sur la nature et les objectifs du programme, ainsi qu’à un PMP exhaustif
• Apporter un soutien à l’organisation et superviser une étude de référence exhaustive afin d’éclairer toutes les activités prévues pendant la durée du projet.
• Apporter un soutien au processus de « bilan annuel » afin de s’assurer que les activités du programme sont pertinentes et mises en œuvre conformément au plan de travail annuel
• Apporter un soutien à l’organisation et superviser l’évaluation à mi-parcours au cours de la troisième année du projet, afin d’orienter la programmation et de mesurer la réalisation des objectifs par rapport au plan de travail.
• Organiser et superviser l’évaluation finale afin d’évaluer les progrès réalisés par rapport aux objectifs et indicateurs proposés, ainsi que la pérennité des pratiques, des comportements et des infrastructures soutenus par le programme.
• Élaborer et soutenir le développement d’outils complets de suivi et d’évaluation ainsi que d’une base de données pour les composantes clés du projet
• Participer au contrôle de la qualité des données du projet au niveau approprié et contribuer à combler les lacunes
• Consolider les données du projet et générer des indicateurs de projet qui feront l’objet de rapports réguliers.
• Tout au long du projet, formuler des recommandations visant à améliorer la collecte de données, les outils et les processus afin d’assurer un suivi et une évaluation efficaces du projet
• Consigner les enseignements tirés en matière de suivi et d’évaluation qui pourraient être adaptés et appliqués à d’autres projets et apporter des éclairages
• Faire preuve de flexibilité pour faciliter la collecte, le contrôle de qualité, la consolidation et l’analyse efficace des données dans le cadre du projet.
En externe :
• Responsables communautaires dans les zones d’intervention d’implémentation du projet
• Membres de la société civile issus d’organisations partenaires et d’alliances
• Bénéficiaires du projet
• Licence en statistiques ou dans un domaine équivalent
• Trois ans d’expérience dans le domaine du suivi et de l’évaluation
• Bonne maîtrise des logiciels de gestion des données (Access, Epidata, SPSS ou équivalents)
• Expérience avérée en collecte et analyse de données
• Compétences avérées en matière de formation des collègues et des parties prenantes
• Très bonne connaissance des principes généraux du suivi et de l’évaluation
• Très bonne compréhension des indicateurs de projet
• Aisance dans l’utilisation de différents types de bases de données.
• Capacité à travailler efficacement avec et par l’intermédiaire des partenaires
• Connaissances avérées en analyse de données et en rédaction de rapports
• Maîtrise du français et connaissance pratique de l’anglais.
