    JOB DESCRIPTION

Job Title: Housing Program Manager

Department: Nooksack Indian Housing Authority 

Reports to: Director of Housing 

Job Status: Regular Full Time

Type: Exempt (Salaried)

Grade: J

JOB SUMMARY:

 

Assist the Director of the Housing Department in providing overall management and leadership of the Nooksack Indian Housing Authority Department, ensuring the Housing Program delivers quality services to Tribal families and the community. Work collaboratively with the NIT Accounting Department to fulfill rent and program reporting requirements and reconcile rent accounts on a monthly basis. In the absence of the Housing Director, this position shall assume full delegated authority for the operation of the Housing Department. Assist the Housing Director in coordinating and advancing the pre-conveyance and conveyance of Tax Credit homes by researching records, resolving documentation requirements, and supporting strategic recommendations to facilitate successful homeownership transfers. This position requires occasional evening and weekend work.

 

MAJOR TASKS AND RESPONSIBILITIES:

 

  1. Maintain complete confidentiality and comply with the Privacy Act in all Housing Department activities.
  2. Assist the Housing Director in monitoring technological, legal, and operational changes affecting the Housing Department; recommend, develop, and implement program improvements to meet evolving mission requirements.
  3. Assist in developing the department's strategic plan, goals, and attainable work plans to achieve established objectives.
  4. Support the Housing Director in providing leadership, direction, and oversight to Housing Department personnel while promoting the department's vision and mission.
  5. Attend departmental meetings to review strategic goals and initiatives, promote teamwork, and foster employee growth and development.
  6. Assist in recruiting, hiring, onboarding, training, and developing Housing Department staff.
  7. Attend Director meetings, Tribal Council meetings, and other meetings as requested.
  8. Assist in developing, implementing, and maintaining Housing Department policies and procedures with the concurrence of Government Services/Departments and approval of the Tribal Council.
  9. Ensure quality client care throughout the intake-to-discharge process and provide direct client services when required.
  10. Regularly review cases to ensure quality services and compliance with applicable Tribal, local, state, and federal laws, regulations, and program requirements.
  11. Assist the Housing Director in managing the pre-conveyance and conveyance process for Tax Credit homes, including researching historical files, locating original documents, and ensuring required documentation is complete.
  12. Identify, evaluate, and help resolve barriers affecting the conveyance of Tax Credit homes by coordinating with departments, agencies, and other stakeholders to advance each project toward completion.
  13. Prepare research, documentation, and recommendations to support leadership in determining the appropriate course of action regarding Tax Credit home pre-conveyance and conveyance matters.
  14. Ensure the efficient and effective utilization of Housing Department program resources.
  15. Collaborate with Housing Department staff to identify educational and professional development needs and promote ongoing training opportunities.
  16. Coordinate with staff to ensure Tribal representation at required local, state, and federal Housing meetings, programs, and services, and ensure staff are cross-trained to maintain uninterrupted program operations.
  17. Monitor trends affecting housing and social service programs and recommend improvements to service delivery within Government Services Departments.
  18. Proactively pursue funding opportunities and ensure all grant applications, reporting requirements, and program deliverables are completed accurately and submitted on time.
  19. Maintain the accuracy and integrity of the Housing Data System (HDS), including tenant accounts, certifications, monthly activity, charges, payments, work orders, and late fees.
  20. Process tenant certifications to determine monthly rent amounts and prepare monthly tenant statements.
  21. Maintain tenant accounts receivable and payable records and collect daily payment receipts in coordination with the NIT Accounting Department.
  22. Assist in preparing required grant, financial, and Tax Credit project reports.
  23. Prepare monthly account status reports for the Housing Director and Tribal Accounting to support reconciliation and reporting requirements.
  24. Assist Housing Case Managers by providing tenant ledger reports, account information, and other financial data necessary to support case management activities.

 

OTHER DUTIES:

 

Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

MINIMUM QUALIFICATIONS

 

The following qualifications are required for the incumbent to have, in order to be considered for the position.

REQUIRED EDUCATION, EXPERIENCE AND TRAINING FOR POSITION: 

 

  • Associates of Arts and Science degree from an Accredited College or University and Four (4) years’ directly related work experience.

OR

  • 8 Years of directly related work experience
  • Experience in Housing accounting or related field.

REQUIRED SKILLS/KNOWLEDGE/ABILITIES POSITION:

 

  • The ability to make sound judgments; take initiative; be flexibility; and detail-oriented.
  • Knowledge and experience in preparing and controlling budgets and other management type functions.
  • Ability to work effectively and respectfully with the Nooksack Tribe’s Community and Tribal Culture.
  • Must possess good communication skills (writing, spelling, listening, and speaking).
  • Must have follow-through and able to complete tasks or ensure tasks assigned are completed on time and within budget.
  • Proficiency in computer applications (word, excel, database)
  • Excellent interpersonal skills in the areas of creative problem-solving, conflict resolution, group planning and decision-making processes.
  • Must be able to communicate and deal effectively with federal and local government agencies, builders, contractors, and other office staff and the Tribal community-at-large.
  • Ability to identify funding opportunities that meet the Tribes’ needs.
  • Ability to prepare clear and concise written reports and maintain records and findings, documents, correspondence and related files and records.
  • Ability to simultaneously manage multiple priorities.
  • Ability to establish and maintain effective working relationships.
  • Knowledge of local and state, federal housing resources

 

CONDITIONS OF EMPLOYMENT:

 

  • Must pass alcohol/drug test at time of hire and throughout employment.

PHYSICAL REQUIREMENTS (The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.):

  • The standard work week is 8:30-5:00 Monday through Friday. 
  • While performing the duties of this job, the employee is regularly required to sit for long periods and frequently required to talk and hear. 
  • The employee is occasionally required to stand and walk.
  • Frequent/constant sitting: on adjustable chair at desk or assigned work area. Ability to occasionally lift 1-20 lbs.: files, paperwork, supplies. Seldom required to lift up to 35 lbs.
  • Occasionally required to push/pull using both arms/hands with required force of 5-20 lbs. to open doors/file drawers and filing documents.
  • Frequently required to bend at waist/knees/neck to and from seated position while working at desk, filing and records handling.
  • May kneel or crouch occasionally to retrieve items from floor level.
  • The majority of the work will be in an office environment with little exposure to noise or outside weather conditions.
  • Constant use of both hands/fingers and arms to reach/handle or grasp while keyboarding, using phone, calculator, copier, and other office equipment; writing instructions, filing and performing other administrative duties. Job requirements include forward and over shoulder reaching on a frequent basis.
  • Keyboarding – frequently for long intervals throughout work shift depending on specific work requirements.
  • Ability to use computers, reading fine print, visual requirements include hand/eye coordination and visual acuity in near/mid ranges.
  • Ability to answer phones, communicate with clients, community members, outside agencies and, co-workers while giving and receiving instructions.

  • 2 years of experience working with Native Americans or Native American organization preferred.
  • 2 year of supervisory experience working with professionals in the field of responsibility.
