The Middlesex Sheriff’s Office will be considering applicants for the following employment opportunity:

Assistant Director of Human Resources

DUTIES:

Under the direct supervision of the Assistant Superintendent/Director of Human Resources, the Assistant Director of Human Resources (Assistant Director) must be a strategic and proactive human resources expert who has exceptional operational knowledge and strengths and offers organizational leadership.  The Assistant Director will be primarily responsible for the day-to-day operation of the human resources and payroll departments.  The Assistant Director is also primarily responsible for the supervision of the Human Resource Coordinators and the facilitation of their primary and additional duties and responsibilities. This is an exempt, full time, at-will employment position.

ADDITIONAL DUTIES AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:
  • Managing the internal bid and promotional process, which includes developing and updating job bids and descriptions, posting positions, conducting interviews and finalizing candidate selection;
  • Managing the external hiring process, which includes recruitment efforts, developing job advertisements, conducting interviews, finalizing selection and onboarding;
  • Implementing and evaluating human resources policies and procedures;
  • Advising department heads and other officials in human resources and payroll policies, rules and procedures; 
  • Developing and administering comprehensive human resources programs;
  • Providing training to fellow employees regarding human resources policy and procedures;
  • Assisting the Americans with Disabilities Act (ADA) Coordinator with all ADA compliance matters;
  • Implementing and monitoring all MSO incentive programs;
  • Managing the state retirement process for current and former employees;
  • Assisting with the employee evaluation process;
  • Acting as the Director in the Director of Human Resources’ absence;
  • Working with the Recruitment and Retention Coordinator to recruit, hire, and retain qualified employees, supporting workforce stability and organizational staffing goals;
  • Performing other human resource duties as required by the Director of Human Resources.

WORKING CONDITIONS:

The hours of work will be 9:00a.m. to 5:00p.m. Monday through Friday and subject to change based on the discretion of management.  Occasionally will be required to meet and work with employees in a correctional setting.  The individual selected must be cognizant of the confidential and sensitive nature of a law enforcement agency with the ability to maintain confidentiality for all employees.  

QUALIFICATIONS:    
  • Bachelor’s degree preferred, and five (5) plus years of demonstrated experience in all areas of human resources with particular strength in employee relations and recruitment;
  • Two (2) years of management experience required;
  • Strong working knowledge of employment and labor laws, benefits and compensation administration;
  • Exceptional phone etiquette and active listening skills;
  • Strong customer service, conflict resolution and diplomacy skills and able to solve problems and de-escalate situations in a timely manner;
  • Maintain and promote a positive, cohesive team culture that encourages collaboration and mutual respect;
  • Ability to build and maintain collaborative relationships with internal and external stakeholders;
  • Strong research and analytical skills;
  • Proven ability to follow up clearly and promptly with staff and management;
  • Maintain current knowledge of HR/CMS and applicable Commonwealth of Massachusetts Human Resources Division (HRD) guidelines. 
  • Proficient in Microsoft Access, Excel and Word;
  • Ability to attend training sessions and other meetings outside of regular working hours; 
  • Independently work in a fast-paced environment while handling a large volume of work and paying close attention to detail;
  • Strong oral, written, organizational and time management skills with the ability to maintain comprehensive and cohesive records;

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.  Must have an active valid driver’s license and the right to legally operate a motor vehicle in Massachusetts and pass a criminal background check.

Salary Range:  Starting annual salary $117,000.00 to $117,486.10 plus additional benefits.
