PacArctic LLC, a Koniag Government Services company, is seeking an experienced Captain of the Guard (COG) to serve as the primary contractor lead for security services in support of United States Forces Korea (USFK) Headquarters.

The ideal candidate is a seasoned security professional with demonstrated leadership experience, a deep understanding of physical and electronic security systems, and the ability to operate effectively in a dynamic, high-stakes government environment. This position requires availability 24/7 based on a 50-hour work week, with schedules subject to change in support of exercise and contingency operations.
The Captain of the Guard (COG) serves as the primary contractor lead, responsible for the direct management, performance, and strategic oversight of all security services outlined in the contract. Reporting directly to the Facility Security Officer (FSO), the COG holds full command and control authority over all contractor personnel and is authorized to act on behalf of the contractor for all matters related to daily security operations. Principal responsibilities will include but are not limited to:
Serve as the primary point of contact and decision-maker for all contractor security operations, acting on behalf of the contractor in coordination with the Facility Security Officer.
Exercise full command and control authority over all contractor security personnel, ensuring disciplined, professional, and compliant security operations at all times.
Oversee and, when necessary, personally perform all assigned security duties, including Electronic Security System (ESS) operation, access control, and contingency response tasks in accordance with paragraphs 5.2 and 5.3 of the contract.
Analyze all security records, including DA Form 4930-R, to identify operational trends, recommend process improvements, and ensure full compliance with applicable policies and reporting requirements.
Develop, implement, and oversee training programs and operational drills to maintain personnel readiness and ensure effective contingency response capabilities.
Lead and coordinate contingency response efforts, ensuring all personnel are prepared and equipped to respond to security incidents swiftly and effectively.
Monitor and maintain the integrity and functionality of integrated Electronic Security Systems (ESS), including alarm and intrusion detection systems.
Ensure compliance with all government security policies, reporting requirements, and contractual obligations on a continuous basis.
Adapt operational schedules and resource allocation as required to support exercise and contingency operations in accordance with section 1.6.3.2.1.
Maintain accurate, thorough, and up-to-date security documentation, records, and reports for review by the FSO and other authorized stakeholders.
Education and Experience:
Required:
Minimum of five (5) years of experience in military or civilian security guard operations.
At least two (2) years of supervisory or management experience within a security operations environment.
Demonstrated experience overseeing physical security programs, access control systems, and integrated Electronic Security Systems (ESS).
Proven track record in developing and executing security training programs, conducting operational drills, and leading contingency response operations.
Thorough familiarity with government security policies, reporting requirements, and the proper maintenance and review of alarm and intrusion detection records, including DA Form 4930-R.
Required Skills and Competencies:
Strong leadership and command presence with the ability to direct, manage, and motivate a diverse security workforce.
Demonstrated expertise in physical security principles, access control systems, and integrated Electronic Security Systems (ESS).
Proficiency in analyzing security records and operational data to identify trends and implement corrective actions or improvements.
Ability to develop, deliver, and evaluate security training programs and operational readiness drills.
In-depth knowledge of government security policies, procedures, and compliance requirements applicable to U.S. military installations.
Competency in maintaining and reviewing alarm, intrusion detection, and access control records in accordance with regulatory requirements.
Ability to lead and coordinate contingency and emergency response operations effectively and decisively.
Strong organizational skills with the ability to manage multiple priorities in a fast-paced, high-security environment.
Exceptional written and oral communication skills in English, with the ability to prepare and present clear, accurate security reports and documentation.
Availability to work a 50-hour work week and remain on-call 24/7, with schedule flexibility to support exercises and contingency operations.
Desired Skills and Competencies:
Prior experience working in a U.S. military installation or OCONUS (Outside the Continental United States) security environment, preferably within the USFK or Indo-Pacific Command area of responsibility.
Familiarity with USFK-specific security regulations, directives, and operational protocols.
Experience working directly with or reporting to a Facility Security Officer (FSO) in a government contract environment.
Knowledge of force protection principles and anti-terrorism/force protection (AT/FP) procedures.
Experience managing contractor personnel in a performance-based contract environment.
Bilingual or working proficiency in Korean is a plus.
Relevant professional certifications in security management (e.g., Certified Protection Professional (CPP), Physical Security Professional (PSP), or equivalent).
