Because this role is dedicated to serving the local community, applicants must reside in the county they will be serving at the time of hire and throughout their employment.
The job location for this position is based on the county where the applicant resides. Employees will be assigned to serve the county in which they live.
Summary: The kynector will provide enrollment, outreach, and education services regarding health insurance
affordability programs and coverage options (QHP/Medicaid), SNAP Benefits, the CCAP Program, SHOP Program and KI-
HIPP Benefits.
Essential Duties
Navigators shall reside in the county they serve.
Assist individuals, families, and small businesses with enrollment in qualified health plans and insurance affordability programs; enrollment activities will include face-to-face settings so that more consumers can be reached.
Inform the public about the Kentucky Health Benefit Exchange (KHBE) and health insurance options and insurance affordability programs.
Provide information to individuals and small businesses regarding health insurance, insurance affordability programs, and Qualified Health Plan (QHP) selection.
Provide information to individuals on the SNAP and CCAP Programs and complete initial enrollment for programs.
Ability to locate, schedule and attend community events, including events at nights and weekends.
Communicate event schedules and cancellations to supervisor. Maintain a contact log, submit monthly outreach events for approval, conduct qualifying outreach events, obtain consumer satisfaction surveys from each enrollee, and submit data for monthly reports.
Utilize Navigator After Action Reporting Tool (kAART) to keep records of Navigator activities. All duties, including those of the administrator, shall be logged into kAART system within three (3) business days of completion of such activity.
Collect and maintain data on the populations served.
Provide accurate and unbiased information to all KHBE consumers requesting services without discrimination to help population understand and enroll for health benefits.
Focus on understanding and meeting needs of underserved, vulnerable, and difficult to access population.
Offer to refer individual consumers to other kynectors but shall provide services at the request of the consumer.
Perform all other duties as assigned by supervisor.
QualificationsEducation, Experience & Training
High School Diploma required; prior experience working in a medical field preferred. Must have the ability to understand and explain complex concepts. Must have demonstrated a relationship with population being served. Ability to work independently required. Must be proficient in most computer applications including Microsoft Office (Internet, Word, Excel, PowerPoint). Must have the ability to satisfactorily complete the KHBE certification process, including a background check, attestations, and training.

Position requires occasional or frequent moderate physical activity. While performing the duties of this job, the employee is regularly required to talk or hear.
The employee is occasionally required to stand; walk, climb, balance, stoop, kneel, crouch, crawl, and use hands to manipulate, handle or feel; and reach with hands and arms. The employee is occasionally required to lift and/or exert force up to 50 pounds.
Other Requirements
Must have reliable transportation, a valid driver’s license. Proof of valid vehicle insurance must be provided and maintained throughout employment in this position. Must demonstrate flexibility and willingness to changes in schedules and duties as needed according to staff availability. Travel is primarily local or within the service area (Clark, Estill, Jackson, Madison, Powell, Rockcastle) during the business day, although some out-of-the-area and overnight travel may be required to attend trainings and mandatory meetings.
