Job DetailsJob Location: 66 Boerum Place, 66 Boerum Place, Brooklyn, NY, 11201 - Brooklyn, NY 11201Position Type: Full-TimeEducation Level: Masters Degree or EquivalentSalary Range: $175,000.00 - $185,000.00 SalaryTravel Percentage: Up to 25%Job Shift: DayThe Vice President of Integrated Health Services provides strategic, operational, and regulatory leadership for all medical, behavioral health, and integrated care programs across the agency. This senior leader ensures full compliance with Article 31 and 29i regulations, Medicaid Managed Care requirements, and all state and federal standards governing clinical service delivery. The VP drives high‑quality care, operational excellence, and financial sustainability through strong oversight of billing, revenue cycle management, and payer relationships. Reporting directly to the Deputy Executive Director/ Chief Program Officer, the VP plays a key role in advancing the agency’s mission and strengthening its position as a premier provider of child, family, and community health services.

Primary Responsibilities and Essential Functions of Position:

Leadership & Strategic Direction

Serve as a member of the executive leadership council, collaborating with the CEO to define and achieve agency‑wide strategic objectives.
Provide vision and direction for all integrated health services, ensuring alignment with mission, values, and long‑term organizational goals.
Lead the development of innovative behavioral and medical health programs that respond to emerging client needs and evolving healthcare models.

Article 31 & Regulatory Oversight

Act as the agency’s Article 31 regulatory authority, ensuring full compliance with NYS Office of Mental Health standards.
Maintain audit readiness, oversee corrective action plans, and ensure adherence to all regulatory, licensing, and accreditation requirements.
Ensure clinical protocols, documentation, and service delivery meet Medicaid, Article 31, 29‑I, CFTSS, and other state/federal regulations.

Program Operations & Clinical Management

Oversee all medical, behavioral health, and integrated care programs, including Medicaid 29‑I services, Care Management/Health Homes, and Clinical Support Programs.
Provide direct supervision to the Medical Director and Clinical Director and ensure effective 24/7 crisis response systems.
Drive continuous quality improvement, efficiency, and accountability across all service lines, leveraging EHR systems and data‑driven decision‑making.

Billing, Revenue Cycle, & Financial Stewardship

Lead billing and revenue cycle operations, ensuring accurate coding, timely claims submission, strong denial management, and compliance with Medicaid and Article 31 billing standards.
Partner closely with the finance team to develop and manage integrated health budgets, monitor receivables, and maximize reimbursement across all payers.
Identify and implement strategies to increase revenue, expand service capacity, and strengthen financial sustainability.
Stakeholder Engagement & Partnerships
Build and maintain strong relationships with Medicaid Managed Care organizations, government oversight entities, social service agencies, and professional associations.
Represent the agency with NYS Department of Health, NYC Administration for Children’s Services, CCF, COFCCA, and other regulatory or collaborative bodies.
Engage internal and external partners to support program innovation, compliance, and mission‑aligned growth.

Innovation, Compliance & Continuous Improvement

Stay current on emerging models in integrated health delivery, Medicaid Managed Care, 29‑I, CFTSS, and relevant legislative or regulatory changes.
Implement systems, workflows, and performance metrics that enhance quality, efficiency, and accountability across all integrated health programs.
Ensure Care Management/Health Homes continues to grow and remains fully integrated within the agency’s service continuum.

Other Duties

Perform additional responsibilities within the scope of the role as required to advance the agency’s mission and support organizational excellence.

Qualifications
Licensed Master Social Worker (LMSW) or Nurse Practitioner preferred.
Master’s degree or higher in social, human, or health services or a related field required.
Minimum of 10 years progressive management experience in clinical, behavioral health, or integrated health settings.
In‑depth knowledge of child and family services, Medicaid‑funded programs, and managed care operations.
Demonstrated experience overseeing Article 31‑licensed programs, including compliance, audits, corrective action plans, and quality assurance.
Strong leadership, communication, and collaboration skills with the ability to unify teams and drive results.
Proven experience in revenue cycle management, billing oversight, and payer reimbursement optimization.
Ability to build strong partnerships with internal teams, external stakeholders, and regulatory bodies.
