ABOUT GEFA

Founded in 1986, the Georgia Environmental Finance Authority (GEFA) directs programs that improve Georgia’s environment, protect natural resources, and promote economic development. GEFA provides loans for water, wastewater, and solid waste infrastructure; manages energy efficiency and renewable energy programs; administers land conservation loans; and monitors state-owned fuel storage tanks. This is an exciting time to join the GEFA team as the state of Georgia makes historic investments in water and energy with federal and state funding. In the last five years, GEFA has executed over $2 billion in water infrastructure loans and grants to communities throughout Georgia. Much of this funding is dedicated to small and disadvantaged communities. 

 

GENERAL SUMMARY

Under the supervision of the energy resources director, manages the operation of the division’s fuel storage tank (FST) contractor program and the facility billing program. Provides technical assistance and support to state agencies in the management of their fuel storage tanks (FSTs). Coordinates with the Environmental Protection Division and other partner agencies. Enters data, manages data and prepares all necessary reports for the program and division. Coordinates and/or supports the fulfillment of federal reporting requirements. Negotiates and manages complex vendor contracts. Develops and/or maintains key documents and records, including hardcopy files, electronic files and templates, hardcopy and electronic contract files and invoices, databases and other electronic files and records, etc. Completes various administrative and clerical tasks related to the program. In general, performs the duties in the areas of customer interaction and customer service, program support, contracting, file and record management, etc. 

RESPONSIBILITIES AND STANDARDS

The individual in this role will direct the administration, coordination and implementation of the fuel storage tank (FST) division’s contractor program, including oversight of FST maintenance and repair vendors. The individual will also conduct annual billing for all state agencies and be a liaison between state, local, and federal partners. This individual will provide broad range of administrative support to the division and GEFA and maintain the administration and coordination of the Maintenance Connection System. The individual maintains knowledge of current trends and developments in the field of fuel storage tanks and applies pertinent new knowledge to performance of responsibilities. The selected candidate will also execute all other duties assigned. Travel required.

 

MINIMUM QUALIFICATIONS

Bachelor’s degree in business administration, science, engineering or related area “AND” two years of experience in the management of the administrative support activities of a business or government activity. 

Note: Related work experience may be substituted on a year-for-year basis for the college degree.

PREFERRED QUALIFICATIONS

Preference will be given to applicants who, in addition to the minimum qualifications, possess one or more of the following:

  • FST construction and maintenance experience
  • Strong knowledge of underground fuel storage tank regulations
  • Three years of experience in project, program or organizational management
  • Detailed knowledge of environmental finance and relevant energy resource policy
  • Experience working with state and federal officials
  • Experience working with city and local officials
  • An advanced degree in a relevant field of study
  • High degree of proficiency with MS Office Suite, particularly Microsoft Excel
  • Experience developing partnerships with local, state and/or federal contacts
  • Experience managing complex contracts

Annual salary range: $62,000 - $75,000
