A Water IT Senior Programmer Analyst job is available with the City of Fort Worth Water Department, Management Services Division. In this role, you’ll be part of the Water IT team, which supports all technology used across the Fort Worth Water Utility, including systems that serve our customers directly. The ideal candidate brings strong technical expertise, a solutions-focused mindset, and the ability to work within a collaborative environment where customer service, communication, and dependable technical delivery are essential.
The Senior Programmer Analyst is responsible for formulating and defining system scope and objectives, architecture, development, maintenance, and support of complex applications for the Utility delivered via the web, Internet and Intranet, and/or client-server. The incumbent is responsible for applying programming best practices, architectures, and patterns, assists others in programming, and leads in planning, architecting, securing, unit testing, and deploying custom applications. Adhering to Software Development Life Cycle (SDLC) best practices, change control policies, and service level agreement (SLA) compliance is expected. This position will also gain knowledge and provide support in additional areas of Oracle RightNow/Oracle Service Cloud and Itineris UMAX Utility Suite. This position is located onsite in Fort Worth, Texas.
Minimum Qualifications:
Bachelor’s degree from an accredited college or university with major course work in Computer Science, Information Systems, or related field
Five (5) years experience in information systems design/administration, systems analysis, or computer programming
Valid Texas Driver’s License
Participate in a 24 x 7 on call rotation
Preferred Qualifications:
Municipal or local government experience – Water/Wastewater Utility experience is a plus
Demonstrated knowledge of Utility processes, workflows, and procedures
Demonstrated experience with Integration tools such as MuleSoft, WebLogic, Dell Boomi
Web Services: Developing and implementing REST/SOAP (JSON/XML)
DevOps practices including CI/CD pipelines, and source control (e.g., GitHub)
Knowledge of Oracle RightNow/Oracle Service Cloud software or similar application

Water IT Senior Programmer Analyst job responsibilities include:
Serve as a technical expert for system design, programming, and data flows.
Analyze and resolve complex application and data problems
Lead efforts to implement innovative solutions that enhance application performance and user experience
Lead the design, programming (development), maintenance and execution of testing of new and changed functionality for complex/major applications
Provide input on the specifications and evaluation of new off-the-shelf applications.
Document technical solutions, maintain specifications, and contribute to technical standards and knowledge sharing across the team
Support the growth of junior team members by sharing knowledge and best practices across teams through feedback and guidance
Work with business users to analyze business requirements and translate into technical specifications and design, develop and implement application modifications, interfaces, and integrations
Verify the integrity and availability of all hardware, server resources, databases and integrations, systems and key processes, ensuring that they are performing efficiently and as designed
Assist users with data analysis, queries and ad-hoc reports to support daily operational, business process, and utility regulatory reporting requirements
Monitor and evaluate the quality, responsiveness, efficiency and effectiveness of information systems, methods and procedures; and works on the continuous improvement of systems and services
Manage and review relevant vendor contracts, professional services agreements, invoices, support renewals, and ensure license compliance
Adapt and self-educate on new technologies to provide recommendations regarding their usage in our environment
