We are looking for a Talent Management Officer to contribute to the implementation of strategic workforce planning processes and digital talent solutions, to review and enhance talent management processes, and to support the execution of a broad range of talent management activities across the employee lifecycle. While the role spans the full breadth of talent management activities, it has a particular focus on the growing and strategically important area of workforce planning.

You will play a key role in driving process and data optimisation, digitalisation, and artificial intelligence (AI)-enabled solutions across the function. As a key enabler for talent management processes, systems, and tools, you will support the continuous improvement of talent management activities, with a strong emphasis on workforce planning capabilities and also participate in specific Human Resource (HR) projects and procurement processes.

You will report directly to the Head of HR and Organisation of the European Stability Mechanism (ESM)and have a key role within the Talent Management team, working under the supervision of the team leader and with two other team members

KEY ACCOUNTABILITIES

Workforce planning and position management

• Contribute to the design, implementation, and continuous improvement of ESM’s strategic workforce planning framework and processes.
• Contribute to the definition of position management and ensure consistency in job architecture initiatives and data input in HR systems, and support the integration of skills across talent management processes.
• Develop quality analysis and presentations to inform workforce discussions and support decision making.
• Support data alignment and maintenance between workforce planning and position management systems to ensure data accuracy and consistency.

Process optimisation, digitalisation, and AI application

• Review processes, system solutions, and reporting in the areas of learning and development and performance management with a view to improve and streamline them.
• Propose process improvements, including use of AI agents, and support their implementation.
• Support the continuous enhancement of reporting, dashboards, and key performance indicators (KPIs), ensuring reliable data for talent management activities.
• Leverage digital talent solutions to simplify, automate, and deliver analytical input and insights to talent management processes.

Talent management support

• Manage all aspects of the ESM’s e-learning platform (administration, course design, maintenance, registration, etc.).
• Coordinate and manage the talent management providers (in particular learning and development services) and monitor the quality of their services.
• Communicate with ESM staff and external providers to ensure effective implementation of talent management initiatives, in particular for the launch of new learning initiatives. 
• Schedule and organise instructor-led trainings, languages training services, sessions for new joiners, e-learning courses, team offsites, and individual coaching sessions.
• Monitor the delivery and completion of the mid- and end-year performance processes.  
• Support the preparation and coordination of career evolution meetings, including scheduling, reporting, meeting materials, and related follow-ups.

• Assist in managing invoices and budget and liaise with the procurement and finance and control teams when needed.

  KEY BACKGROUND & EXPERIENCE

• Advanced university degree or equivalent, preferably with a specialisation in HR management, social/organisational psychology, data science, or another relevant field.
• At least two years of professional experience in HR, including workforce planning, position management, and/or learning and development activities.
• Ability to leverage digital and AI-enabled solutions to enhance and automate talent processes. 
• Proven track record of enhancing HR systems and databases, reporting, and KPIs, supported by expertise in Excel, Power BI, and other data visualisation tools.
• Experience working in an international and multicultural environment. Experience working in an international organisation would be an asset.
• Experience supporting or working within Oracle Fusion and other HR information systems is considered an asset.
• Exposure to talent management processes and frameworks, and an understanding of how they connect across the employee lifecycle, would be an asset.

• Contractual terms: Roles are offered on a fixed-term basis, with no assurance of extension or renewal.

• Current working arrangements: possibility to work remotely, usually up to two days a week, from Luxembourg and the border region (or from further away under certain conditions).
