General Position Summary

Since 2022, CBE has collaborated with the Bay Area Air District (BAAQMD) as a Co-Lead on the development of the East Oakland Community Emissions Reductions Plan (CERP) or the Right to Breathe: East Oakland Community Air Quality Justice Plan as part of California Assembly Bill 617 (AB 617). A CERP empowers environmental justice communities to develop a coordinated and place-based roadmap to improve air quality and reduce pollution. 

 

The East Oakland Air Quality Project Coordinator will lead CBE’s engagement in the CERP implementation process in East Oakland. This role will serve as the main liaison with Bay Area Air Quality Management District (BAAQMD) staff while maintaining internal project management infrastructure to ensure CBE meets project deliverables.

The Project Coordinator will work closely with CBE’s East Oakland team to support implementation of the plan for which CBE has been identified as a lead or supporting partner, provide regular updates to community members, partner organizations and agencies, and support community engagement.

Responsibilities also include agenda development and meeting facilitation for internal and external meetings, and supporting the East Oakland Community Steering Committee quarterly, ad-hoc and sub-committee meeting logistics and facilitation. The Project Coordinator will also conduct research and policy analysis to inform and strengthen CERP implementation. 

This role requires a strong commitment to environmental justice, including actively advocating for East Oakland residents and holding public agencies accountable for the strong implementation of the Right to Breathe: East Oakland Community Air Quality Justice Plan. Specific duties include:

  • Development and maintenance of a project management workplan
  • Maintaining accurate and up-to-date invoicing
  • Presenting concepts of local government programs, laws, and policies and information on polluting sources in East Oakland through creative, accessible formats

In addition to the above, racial equity and language justice are key areas supported by the East Oakland Air Quality Project Coordinator. CBE has made a commitment to addressing anti-blackness and white supremacy culture within our organization, and the East Oakland Air Quality Project Coordinator will participate in CBE’s internal work to meet equity goals and will be a bridge to our members’ participation.

 

Specific Job Skills:

  • Ability to represent our organization’s values, priorities, and goals before agency staff and community organizations
  • Ability to create community-friendly, engaging materials, including flyers, curriculum and presentations
  • Strong written and verbal communication skills 
  • Ability to conduct research and policy analysis in a variety of contexts that connect to air quality such as: urban planning, zoning, renewable energy, transportation, etc.
  • Ability to facilitate collaboration and gather feedback through an iterative process with staff and community members
  • Strong Facilitation and agenda setting skills

 

Experience and Requirements: 

  • Proficient in Microsoft and Google suites (PowerPoint, Word, Excel, GoogleDocs, Google Sheets, etc.)
  • At least 2 years of experience in managing projects with diverse stakeholders
  • Background in social justice, planning and/or environmental justice; knowledge of, or willingness to learn about, Environmental Justice issues in East Oakland
  • 2-3 years of experience with community outreach and engagement
  • Working knowledge of GIS software and tools (ArcGIS, QGIS, Google Earth, etc.)
  • At least 2 years of experience in facilitating public meetings and engaging in difficult conversations
  • Ability to work some evenings and weekends

 

Compensation:

This is a contract-based position paid at an hourly rate of $38.57/hour, with an average expected workweek of 40 hours. The East Oakland Air Quality Project Coordinator will receive CBE’s comprehensive benefits package, including a generous vacation and leave policy; fully-paid premiums for medical, vision, and dental insurance; a 401(k) retirement plan; and a flexible spending plan. CBE pays full premiums for medical, dental, and vision insurance for the employee, spouse or domestic partner, and any dependents.
