This department is responsible for the effective and efficient planning, engineering, maintenance, rehabilitation and operation of the municipal road system, parks and open space, solid waste management services, water treatment and supply, wastewater collection and treatment, stormwater management, development approvals and general engineering services.

Purpose and Scope:

 

Reporting to the Supervisor of Fleet Services, the Mechanic is responsible for inspecting, diagnosing, repairing and maintaining the municipality’s fleet and related equipment to ensure safe and cost-effective delivery of services.  The Mechanic fabricates and/or orders necessary parts, ensures good working order of mechanical equipment, provides technical guidance to others, and completes related administrative tasks.

 

Duties and Responsibilities:

 

The position will:

  • Advise the Supervisor on matters pertinent to the maintenance, inspection, repair and operation of equipment and vehicles.

  • Maintain records and mandatory documentation required by the Ministry of Transportation of Ontario (MTO) and the Commercial Vehicle Operator Registration (CVOR).

  • Respond to various emergency situations related to maintaining municipal vehicles and equipment.

  • Recommend and implement modifications to equipment and/or operating procedures.

  • Handle all materials related to vehicle maintenance and repairs.

  • Compile repair records for each piece of equipment, in an orderly fashion.

  • Perform the responsibilities of the position within the legislative and regulatory standards set out in applicable provincial and municipal acts.

  • Perform responsibilities of the position consistent with the operational policies of the Municipality.

  • Provide technical information to drivers and operators regarding general maintenance.

  • Demonstrate a commitment to learning and overall professional development.

  • Follow all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act, other applicable legislation, best practices, City policies and procedures where applicable.

 

Preventative Maintenance/Inspection

  • Be responsible for the maintenance of municipal fleet of vehicles and equipment, as assigned by Supervisor.

  • Assist in the development of and maintain preventative maintenance routines for municipal vehicles and equipment to assist in extending life spans and reduce downtime in consultation with the Supervisor.

  • Coordinate preventative maintenance schedules and procedures.

  • Determine type of repair, time and materials required.  Discuss timeframe and cost of repair with Supervisor.

  • Perform preventative maintenance and care schedules for all vehicles and equipment in consultation with the Supervisor.

  • Complete repairs to vehicles and equipment as needed which may include, but is not limited to, rebuilding, replacing or repairing vehicle parts such as engines, brakes, transmission lines, electrical assemblies and accessories.

  • Handle welding and minor body work for vehicles.

  • Repair, dismantle, inspect, rebuild, assemble, adjust and test all gas and diesel powered equipment, including, but not limited to loaders, graders, backhoe, dump truck, steamers, pickups, chainsaws, water pumps, generators and excavators.

  • Maintain clean shop, storage and parts area.

  • Ensure that equipment and tools are properly maintained and stored.

  • Diagnose to evaluate mechanical and electrical/electronic problems in vehicles/equipment.

  • Complete Ministry of Transportation Mechanical Fitness inspections and repairs, including the signing of all required certificates and forms.

General Public, Federal and Provincial Government staff and agencies, Consultants where appropriate, Contractors, etc.

 

Education/Specialized Training/Skills:

 

The position will require:

  • A minimum of a two (2) year Community College Diploma in Automotive Service Technician.

  • Valid class “T” Truck and Coach Technician licence (310T).

  • Valid class “S” Automotive Service Technician licence (310S).

  • Must possess a valid driver’s licence, Class ‘D-Z’.

  • A clean driver’s and CVOR Abstract required.

  • Must supply own complete set of tools and chest (except specialty tools).

  • Complete knowledge of current MTO Vehicle Inspection requirements.

  • Must demonstrate knowledge of current hydraulic components, including their operation and repair procedures.

  • Ability to operate different pieces of construction equipment, in order to evaluate problems and able to test for proper operation on repairs.

  • Ability to operate diagnostic equipment and tools, analyze problems and implement solutions.

  • Excellent physical condition required to conduct inspections, traverse work sites, perform activities in confined and limited spaces, lifting of light and heavy objects, and using tools and equipment that require a high degree of manual dexterity.

  • Must be physically fit and able to stand, climb, walk on uneven surfaces, stoop, crouch and crawl in order to access vehicles.

  • Must be able to work above the head for periods of time and in awkward positions.

  • Work involves some contact with the public when outside the shop environment.  Requires appropriate tact in order to obtain co-operation and approval of action.

  • Ability to work with minimum supervision.

  • Demonstrate sound judgement and organizational ability.

  • Must be prepared to work overtime as required to handle emergencies or to meet deadlines.

  • Must demonstrate the ability to work independently in a safe manner.

  • Certification for, CPR, First Aid, WHMIS, Occupational Health and Safety Act and safe working practices, workplace health and safety standards and practices.

  • Proficiently skilled and comfortable with the use of mobile devices and technology to include but not limited to Google Workspace, Dayforce (or other similar software programs) email and internet.

  • Effective written and verbal communication skills.

  • Effective problem solving skills and abilities.

 

Work Experience:

  • A minimum of four (4) years of relevant work experience in the repair and maintenance of heavy equipment is required.

 

Nice to have:

Although not required, the following would be considered an asset to the position.

  • Previous municipal experience.

 

Decision Making:

The position is responsible for providing timely, accurate information to the Supervisor of Fleet Services, Manager of Outdoor Operations and/or Supervisor of Roads and for responding to the decisions and directions generated by the same.

 

Supervision:

  • The position has no supervisory responsibility.

 

Work Environment:

  • Position is regularly exposed to conditions of dust, dirt, waste, exhaust fumes, gasoline, diesel fuel and similar factors.

  • Garage and some outside work with limited exposure to the elements.

  • Schedule includes day and evening shifts.

  • Be available for on-call service as directed by the Supervisor or Manager.

  • Be available for after-hour and weekend work as required.
