Job DetailsJob Location: Police Department - Union City, GA 30291Position Type: Full TimeGENERAL DUTIES AND RESPONSIBILITIES:

To support the vision, mission and guiding principles of the City.
While performing any procedure, all associates and contract personnel must observe applicable Safety, Health, and Environmental rules and guidelines. The use of appropriate personal protective equipment is required.
Attend and participate in training opportunities and seminars relevant to this position.
Adhere to appropriate City operating procedures, benefit rules, employment, and safety policies/practices.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Enforces local, state and federal laws; issues citations for violations of traffic codes and city ordinances; makes arrests and secure warrants for appropriate charges; prepares cases for prosecution; appears in court to testify;
Makes day-to-day work assignments as applicable and required;
Maintains contact with police supervisory personnel to coordinate enforcement activities, provides mutual assistance during emergency situations;
Supervises police officers, master patrol officers, sergeants, detectives, records clerks, support staff, and municipal court personnel assigned to the police department. Supervises the scheduling and coordination of shift changes; trains personnel in proper work methods; assigns, delegates, and reviews work; conducting training and performing inspections; maintains administrative records and personnel files; hears and resolves minor complaints; counsels subordinates and makes recommendations and/or taking disciplinary action; analyzes, reviews and advises personnel regarding work procedures to ensure compliance with departmental rules and regulations; periodic evaluation of employee performance;
Oversees and assists, as needed with uniform patrol, traffic, and response to emergency radio calls;
Develops, implements, and reviews departmental policies and procedures;
Performs planning and administrative duties; analyzes equipment needs, reviews reports submitted by staff; assists with establishment/enforcement/interpretation of departmental rules, regulations, policies and procedures; oversees and performs complaint investigations and takes subsequent action; advises staff on technical matters;
Responds to public in accordance with departmental guidelines and procedures;
Coordinates inspection, maintenance, and repair of departmental communications equipment;
GCIC Security and Integrity officer, GCIC Terminal Test Administrator;
Performs other related duties as assigned

JOB SCOPE:

The purpose of this position is to manage and plan operations within area of assignment. The work impacts internal effectiveness of the department and operations with other divisions. The work also impacts external issues by isolating problems and addressing them with innovative approaches to prevent reoccurrence. Successful development and implementation of ideas affect city-wide crime rates. Errors can impede crime prevention that will contribute to increased criminal activity, ultimately endangering lives, property and over-all well-being in the community. Errors can also subject the agency to claims of negligence retention, failure to supervise, failure to train and negatively impact the confidence and support of the public.

Job has recurring work situations involving moderate degrees of discretion. The need for accuracy and effective utilization of accepted programs and procedures is high. Errors in judgment and execution will waste time and resources adversely impacting unit performance. Incumbent operates independently but work is verified by supervision.

Supervisory Controls

The Commanding Captain assigns work in terms of departmental goals and objectives. The work is reviewed in terms of effectiveness of meeting objectives.
Guidelines: Guidelines include federal and state laws, criminal and traffic laws, city ordinances, departmental policies and procedures and court decisions. Interpretation of guidelines requires expertise and judgment.

COMMUNICATIONS/CUSTOMER CONTACT:

Contacts are typically with co-worker, business leaders, educators, attorneys, representatives of the judicial system, federal state and local law enforcement officers and the general public.
Contacts are typically to give and exchange information, resolve problems, influence/motivate persons, justify/settle matters, coordinate work efforts and provide services.QualificationsCOMPETENCIES/SPECIFIC EXPERIENCE OR TRAINING PREFERRED:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Minimum Qualifications

Associate’s degree preferred; a minimum of six (6) years experience law enforcement experience; must have attained the rank of Police Sergeant and functioned in such capacity for a period of one (1) year; three (3) consecutive years with the City of Union City; Certified Peace Officer under regulations of Georgia Peace Officer Standards and Training Council (P.O.S.T.); equivalent combination of education and experience.

Knowledge, Skills and Abilities

Knowledge of criminal law, investigation, and crime prevention methods;
Knowledge of rules of evidence and laws governing the custody of persons;
Knowledge of accepted practices and procedures of good law enforcement administration;
Knowledge of city and departmental procedures, policies, rules and regulations;
Knowledge of principles and practices of budget administration;
Knowledge of public personnel management and supervisory principles and practices;
Knowledge of law enforcement safety equipment and standards;
Knowledge of road network and geography of the City;
Knowledge of growth and crime pattern trends in the City and surrounding areas;
Knowledge of word processor, CAD program, and other related software;
Knowledge of the principles and practices of emergency program management, public administration, emergency planning, mitigation and coordinated response to emergencies which require timely effective response actions;
Skill in the use of firearm, radios and physical restraint devices;
Ability to identify and solve management and administrative problems;
Ability to plan, prioritize and coordinate and supervise the work of a shift or unit;
Ability to plan, assign, supervise, review, and evaluate the work of others;
Ability to develop and mentor personnel;
Ability to act decisively in emergency situations and adopt a proper course of action;
Ability to write, review and analyze reports;
Ability to establish and maintain cooperative relations with colleagues, other City staff, and the public;
Ability to resolve conflicts with tact and diplomacy;
Ability to understand, interpret and explain laws, regulations and policies governing law enforcement operations;
Ability to communicate effectively both verbally and in writing;
Ability to interpret administrative direction and incorporate it into operational policies and procedures.
