Animal Control Supervisor

The City of Seabrook is seeking an experienced and dedicated Animal Control Supervisor to lead the City's Animal Services Division. This position is responsible for planning, coordinating, supervising, and participating in all aspects of animal control enforcement, shelter operations, public health protection, and animal welfare services.

Reporting to the Police Lieutenant, the Animal Control Supervisor oversees Animal Control Officers, shelter personnel, and volunteers while ensuring compliance with federal, state, and local regulations. This position serves as the City's subject matter expert on animal services and plays a critical role in protecting public safety, promoting responsible pet ownership, and ensuring the humane care of animals throughout the community.


Essential Duties & Responsibilities

Leadership & Administration

  • Plan, organize, direct, and evaluate the daily operations of the Animal Services Division.
  • Supervise, mentor, schedule, train, and evaluate Animal Control Officers, shelter personnel, volunteers, and other assigned staff.
  • Assist with the development and administration of the division budget and monitor expenditures.
  • Develop and maintain policies, standard operating procedures, emergency response plans, and operational goals.
  • Ensure compliance with departmental policies, safety standards, and applicable federal, state, and local laws.
  • Identify opportunities to improve operations, enhance services, and strengthen community partnerships.

Animal Control Enforcement

  • Oversee investigations involving dangerous dogs, animal cruelty, neglect, stray animals, rabies exposure, bites, wildlife conflicts, livestock issues, and ordinance violations.
  • Ensure investigations, reports, citations, criminal complaints, and evidence are completed accurately and in accordance with applicable laws.
  • Promote safe and humane animal handling techniques.
  • Represent the City in Municipal and County Court proceedings as required.

Shelter Operations

  • Supervise the daily operation of the City's municipal animal shelter.
  • Ensure compliance with Texas Health and Safety Code requirements governing shelter operations, quarantine, sanitation, and animal care.
  • Oversee animal intake, redemption, adoption, foster placement, rescue transfers, and euthanasia decisions.
  • Coordinate veterinary services, inspections, disease prevention efforts, and shelter maintenance.
  • Maintain accurate records related to impoundments, medical treatment, vaccinations, owner notifications, and animal disposition.

Emergency Management & Community Engagement

  • Participate in emergency management planning involving animals.
  • Coordinate animal evacuation and sheltering efforts during disasters and emergency incidents.
  • Collaborate with Police, Fire, Emergency Management, veterinarians, rescue organizations, and other community partners.
  • Promote responsible pet ownership through public education and community outreach initiatives.

Additional Responsibilities

  • Support departmental initiatives and continuous improvement efforts.
  • Assist with special projects as assigned.
  • Perform other related duties as assigned.

Minimum Qualifications

Education

  • High School Diploma or GED required.
  • Associate's Degree in Animal Science, Criminal Justice, Public Administration, Veterinary Technology, Business Administration, or a related field preferred.

Experience

  • Five (5) years of progressively responsible experience in one or more of the following:
    • Animal Control
    • Animal Shelter Operations
    • Code Enforcement
    • Law Enforcement
    • Veterinary Services
  • Minimum of two (2) years of supervisory experience.

Licenses & Certifications

  • Valid Texas Driver's License with a good driving record.
  • Texas Basic Animal Control Officer Certification.
  • TACA Advanced Animal Control Officer Certification.
  • TACA Administrative Animal Control Officer Certification.
  • Texas Certified Euthanasia Technician.
  • FEMA ICS-100.
  • FEMA ICS-200.
  • FEMA IS-700.
  • FEMA IS-800.

Knowledge, Skills & Abilities

The ideal candidate will demonstrate the ability to:

  • Lead, mentor, and develop a high-performing team.
  • Interpret and enforce City ordinances, state laws, and departmental policies.
  • Apply knowledge of animal behavior, humane handling techniques, shelter operations, disease prevention, and rabies control.
  • Conduct investigations, prepare reports, collect evidence, and testify in court proceedings.
  • Develop operational plans, policies, and budgets that support departmental goals.
  • Build positive working relationships with employees, citizens, veterinarians, rescue organizations, and partner agencies.
  • Communicate effectively and professionally in both routine and sensitive situations.
  • Organize multiple priorities while maintaining attention to detail and regulatory compliance.
  • Utilize Microsoft Office and animal shelter management software effectively.
  • Exercise sound judgment and professionalism in a fast-paced public safety environment.

Work Environment & Physical Requirements

This position is performed in both office and field environments and may require working outdoors in varying weather conditions. Duties involve responding to animal-related emergencies, handling animals safely and humanely, operating City vehicles and equipment, and working around environmental hazards, infectious diseases, and potentially dangerous situations. The position requires standing, walking, bending, climbing, lifting up to 50 pounds independently (and more with assistance), and participating in an on-call rotation as needed.
