Job Summary
Performs advanced engineering, administrative, and managerial work directing the technical functions of the Water Reclamation Division. Provides leadership for engineering, regulatory compliance, asset management, process optimization, capital improvement planning, and technical support for wastewater treatment plants, wastewater collection systems, reclaimed water distribution systems, and associated infrastructure. Oversees the development, review, and implementation of engineering standards, technical specifications, operational strategies, and long-range infrastructure planning to ensure reliable, compliant, and cost-effective utility operations. Serves as the Division's principal technical advisor and works collaboratively with operations, maintenance, engineering consultants, regulatory agencies, and City leadership to develop and implement innovative technical solutions. Work is performed under the general direction of the Water Reclamation Division Manager and is reviewed through conferences, reports, project outcomes, regulatory compliance, and achievement of organizational goals.
Representative roles/responsibilities:
Guide the development and implementation of strategic and tactical asset management activities for the entire division encompassing people, process, and technology
Advance a culture of continuous improvement by growing internal technical capabilities and improving knowledge transfer to sustain long term organizational performance
Lead/support planning efforts and regular revisions to build and maintain a 20-year CIP for collection, treatment, and reclaim distribution systems
Lead special initiatives inclusive of collaborations with City partners and emerging contaminants; manage tasks/projects critical to the Division
May represent the City/Division and assume authority in the absence of Division Manager
Other duties as assigned
Minimum Qualifications
Bachelor's Degree in Civil Engineering, Environmental Engineering, Chemical Engineering, Mechanical Engineering, Sanitary Engineering, or a closely related engineering discipline plus five (5) years of progressively responsible experience in water or wastewater utilities (engineering, treatment process management, collection systems, reclaimed water systems, asset management, capital improvement planning, or utility infrastructure management) with at least two (2) years in a supervisory or management capacity or an equivalent combination of education, training, and experience may be considered.
Florida Professional Engineer (PE) License or out-of-state Professional Engineer (PE) License required. The out-of-state license must be converted to a Florida license within 6 months from date of hire. Florida Class A Wastewater Operator License preferred
