Position Purpose

Under the general supervision of the Assistant Police Chief, the Police Sergeant provides first-line supervision of assigned personnel and oversees daily patrol and law enforcement operations. The Sergeant ensures the effective delivery of police services through leadership, training, performance oversight, and enforcement of departmental policies and procedures while maintaining compliance with applicable federal, state, and local laws. This position responds to major incidents, provides operational command when appropriate, supports crime prevention and community engagement efforts, and serves as the commanding officer in the absence of higher-ranking command staff.

Essential Functions

  • Supervises, directs, and evaluates the daily activities of officers assigned to patrol or other designated units.
  • Serves as the shift commander and assumes operational command during incidents, emergencies, and critical events until relieved.
  • Responds to calls for service, major crimes, traffic crashes, and other incidents requiring supervisory oversight.
  • Reviews reports, investigations, arrests, citations, and related documentation for accuracy, completeness, and compliance.
  • Monitors employee performance and ensures compliance with departmental policies, City policies, and applicable laws.
  • Supervises criminal investigations and crime scene operations.
  • Assists with personnel management, including hiring, training, coaching, mentoring, performance evaluations, and discipline.
  • Develops and manages shift schedules, work assignments, and operational activities.
  • Assists with the development and implementation of departmental policies, procedures, goals, and operational improvements.
  • Analyzes crime trends and operational data; prepares reports and recommends improvements.
  • Responds to citizen concerns and resolves difficult or sensitive complaints.
  • Promotes positive community relationships through crime prevention and community policing.
  • Coordinates operations with other law enforcement agencies and City departments.
  • Performs sworn law enforcement duties when operationally necessary.
  • Serves as acting commander in the absence of the Assistant Police Chief or Police Chief, as assigned.

Secondary Functions

  • Responds to after-hours callouts, natural disasters, special events, and mutual aid requests.
  • Attends training programs, professional conferences, staff meetings, and regional law enforcement meetings.
  • Assists with community outreach, public education, and crime prevention events.
  • Assists with field training and mentoring of new officers.
  • Assists with the maintenance, inventory, and readiness of assigned equipment, vehicles, and departmental resources.
  • Establishes and maintains effective working relationships with City leadership, employees, outside agencies, and the public.
  • Maintains regular and punctual attendance.
  • Performs all other related duties as assigned.

Capital and/or Fiscal Responsibility

  • Responsible for the proper use, care, and accountability of City-issued equipment, vehicles, weapons, and other departmental resources.
  • Assists with monitoring the use of departmental equipment and supplies and reports operational or replacement needs through the chain of command.
  • Assists with identifying equipment, training, and operational resource needs to support departmental effectiveness.
  • Responsible for adhering to all City of Lucas purchasing policies and procedures when authorized to make purchases or expenditures.

Credentials (minimum preferred)

Knowledge/Skills/Abilities

    • Thorough knowledge of modern law enforcement principles, practices, procedures, and equipment.
    • Considerable knowledge of applicable federal, state, and local laws, ordinances, regulations, and departmental policies, including the Texas Penal Code, Code of Criminal Procedure, and City ordinances.
    • Knowledge of patrol operations, criminal investigations, crime scene management, evidence handling, traffic enforcement, and crime prevention techniques.
    • Knowledge of departmental rules, regulations, policies, and procedures.
    • Knowledge of principles and practices of supervision, employee development, training, performance evaluation, and discipline.
    • Knowledge of recordkeeping, report preparation, and basic operational statistics.
    • Ability to supervise, train, mentor, and evaluate assigned personnel.
    • Ability to gather, analyze, evaluate, and apply facts and evidence to make sound decisions.
    • Ability to analyze situations and adopt effective courses of action during routine and emergency conditions.
    • Ability to interpret and apply laws, regulations, policies, and procedures.
    • Ability to maintain confidentiality and exercise discretion in handling sensitive information.
    • Ability to establish and maintain effective working relationships with City leadership, employees, outside agencies, and the public.
    • Ability to communicate effectively, both verbally and in writing.
    • Ability to demonstrate sound judgment, professionalism, integrity, and leadership.
    • Ability to use, care for, and qualify with department-issued firearms and equipment.
    • Ability to meet the physical requirements necessary to safely and effectively perform the essential functions of the position.
    • Ability to demonstrate keen powers of observation and memory.

Formal Education/Certification/Licenses

    • High school diploma or GED required; Associate's degree or equivalent preferred.
    • Minimum of five (5) years of full-time law enforcement experience.
    • Minimum of two (2) years of related supervisory experience preferred.
    • Minimum of two (2) years of experience in a Criminal Investigations assignment required.
    • Must possess and maintain a Texas Commission on Law Enforcement (TCOLE) Intermediate Peace Officer Certification or higher.
    • Must possess and maintain a valid Texas Class "C" driver's license with an acceptable driving record.
    • An equivalent combination of education, training, and experience may be considered by the City.

Tools and Equipment Used

Police vehicles equipped with emergency warning devices; police radios, body-worn cameras, mobile data terminals, radar and traffic enforcement equipment; firearms, less-lethal weapons, ammunition, and related duty gear; handcuffs and other restraint devices; evidence collection and crime scene equipment; personal protective equipment; first aid and emergency medical equipment; computer systems, records management systems, telephones, and standard office equipment; and other tools, equipment, and technology necessary to perform law enforcement, supervisory, investigative, and emergency response duties.

While a portion of the work is performed in an office environment requiring regular sitting, computer use, and administrative tasks, the Sergeant is frequently required to perform physically demanding law enforcement duties in the field. The employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear; and occasionally use the senses of taste and smell in the performance of duties. The position frequently requires standing, walking, and sitting, and occasionally requires running, climbing, balancing, stooping, kneeling, crouching, crawling, and responding to emergency situations. The employee must occasionally lift and/or move more than 100 pounds and may be required to physically restrain individuals or assist in the rescue or evacuation of injured persons. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work is performed in both office and field environments. Administrative duties are generally performed in a standard office setting, while supervisory and operational responsibilities require frequent field work in varying weather conditions. Field operations may involve exposure to moving mechanical parts, elevated or precarious locations, wet or humid conditions, fumes, airborne particles, toxic or caustic chemicals, extreme temperatures, electrical hazards, radiation, and vibration. The position also involves exposure to hazardous conditions associated with law enforcement, including dangerous individuals, weapons, traffic hazards, bodily fluids, and other potentially stressful or high-risk situations. The noise level is generally quiet to moderate in office settings and moderate to loud during field operations. This position requires rotating shifts, irregular hours, and work during evenings, weekends, holidays, and emergency situations as needed to meet operational requirements.
