Job Summary
The Chief of Human Capital serves as the senior leader of the Human Capital Division within the Office of People & Culture and provides strategic and operational leadership for all human resources functions supporting the Department of Public Works. The position oversees Talent Acquisition, Classification & Compensation, Employee & Labor Relations, Payroll, HR Administration, Benefits coordination, HR Compliance, HRIS governance, workforce planning, organizational effectiveness, and policy implementation.
Positions in the Operations Director series are differentiated based on the following factors: analytics, budget, communications, environmental factors, functional responsibilities, minimum qualifications, policy, relationship building, supervision given, and supervision received.
Essential Responsibilities
Lead all Human Capital operations and HR service delivery.
Provide executive HR strategy and workforce planning.
Direct investigations, disciplinary actions, grievances, leave administration, and policy interpretation.
Develop workforce metrics, dashboards, and executive reports.
Partner with executive leadership on succession planning, engagement, leadership development, and organizational change.
Represent DPW with DHR, Law, labor organizations, and oversight agencies.
Manage divisional budget, staffing, operational priorities, and continuous improvement.

Knowledge required/Minimum Qualifications
Comprehensive knowledge of human resources management principles and practices, including talent acquisition, classification and compensation, employee and labor relations, payroll, benefits, leave administration, compliance, HRIS, and records management.
Knowledge of public-sector administration, organizational structure, staffing models, administrative controls, labor agreements, employment laws, and policy implementation.
Ability to provide strategic counsel to executive leadership and translate organizational priorities into effective workforce strategies and operational plans.
Ability to lead multiple HR functions, manage competing priorities, and direct the work of supervisors and professional staff.
Ability to analyze workforce data, develop metrics and dashboards, and present clear, concise recommendations to senior leadership.
Ability to exercise sound judgment and discretion in sensitive, confidential, and high-risk employee matters.
Ability to build productive relationships with employees, managers, executives, labor representatives, legal counsel, City agencies, and external stakeholders.
Strong written, verbal, negotiation, presentation, and conflict-resolution skills.
Minimum Qualifications: Have a master’s degree in business administration, Public Administration, Management, Law, or related field from an accredited college or university, plus six (6) years of senior management, policy-driven operational responsibilities including three (3) years of experience managing homogeneous functions through subordinate supervisors is required.
Professional certifications may be required.
Equivalencies: Have an equivalent combination of education and experience.

Senior manager responsible for supporting, then advocating for and persuading executive management to approve divisional policies.

Senior manager builds relationships with key stakeholders (nationally, statewide, and/or locally) as needed to achieve the mission of the agency or the city government.
Supervision given
Senior managers may supervise 1+ supervisor directly and a small staff indirectly of administrative, technical or professional positions.

Senior managerial direction (regular status updates) typically from an operations Director or equivalent.
