The “European Union Communication
and Visibility in Egypt” project supports the EU Delegation (EUD) in Egypt in
strengthening communication, cultural diplomacy, visibility, and public
engagement around the EU-Egypt partnership.
Cultural diplomacy and cultural
engagement activities represent an important component of EU
outreach efforts in Egypt and contribute to strengthening dialogue, visibility,
audience engagement, and relations with cultural stakeholders, youth, artists,
creative communities, and the wider public.
The project supports the
implementation and promotion of cultural events, screenings, festivals,
awareness activities, cultural collaborations, and communication actions in
coordination with EU Member States, cultural institutes, implementing partners,
and relevant stakeholders.
The objective of this assignment is to support the coordination,
communication, visibility, promotion, and documentation of cultural diplomacy
and cultural engagement activities implemented under the project.
The Senior Non-Key Expert - Culture Communication and Coordination
Expert will support coordination with cultural institutions and stakeholders,
mapping of the cultural landscape and activities in Egypt, promotion of
cultural events and initiatives, and implementation of communication and
visibility actions related to cultural activities and EU Member States
initiatives.
The expert will contribute to strengthening the visibility and outreach of
cultural activities while ensuring proper coordination, communication
dissemination, media documentation, and archiving of cultural-related outputs
and activities.
Scope of Work: Culture Communication and
Coordination Expert
The expert will work in coordination with and under the
supervision of the Team Leader, who will be responsible for quality
control and for addressing any additional tasks that may be necessary
to ensure the timely and efficient delivery of the
deliverables.
EUMS Monthly Cultural Calendar
- Conduct monthly mapping and follow-up of cultural
activities organised by EU Member States, embassies, and cultural
institutes in Egypt.
- Compile and organise all relevant event information,
visuals, logos, links, and communication content required for
the monthly EUMS cultural calendar.
- Coordinate with cultural focal points and
stakeholders to ensure timely collection and verification of
information. NB: when reaching out to any external stakeholder and
any EU MS cultural attaché on behalf of project and for the
purpose of this exercise, the EU Project manager, the TL as well as the
project director need to be copied in all communication.
Liaise with the graphic designer for the development,
review, finalisation, and publication of the monthly calendar no later
than 10 days before the end of each month.
European Day of Languages-
September 2026
- Lead the coordination and implementation follow-up of
the EDL activity, including stakeholder coordination,
communication support, event planning (logistics), invitations,
content development for visibility materials, dissemination (social
media, press release) …
- Coordinate with EU Member States, cultural
institutes, speakers, participants, service providers, and relevant
stakeholders to ensure smooth implementation of the activity in line with
EUD visibility and communication requirements. NB: In all
communication with EUMS representatives, the EU Project manager, the
TL as well as the project director need.
- Document results, best
practices, and lessons learned from the activity/event and develop the event
report
Deliverables
- Monthly EUMS cultural
calendar – finalised one week before the end of the month.
- European Day of Languages
event implementation and reporting.
- Organised archive of
cultural activity documentation, list of contacts, visibility
& communication materials, and media assets.
Monitoring & Evaluation
Identify and document best practices and lessons learned to inform and
strengthen future communication activities.
Duration of Assignment
The assignment will last till
December 2026 and can be renewed upon satisfactory performance until May 2027.
Requirements
Qualification, experience & skills
- University degree in Communications, Cultural Management, Media, International Relations, or a related field.
- Minimum 5 years of relevant experience in cultural coordination, communication, event management, or cultural diplomacy activities.
- Strong coordination and stakeholder communication skills.
- Experience coordinating with cultural institutes, embassies, festivals, or cultural initiatives is highly desirable.
- Good organisational, documentation, and reporting skills.
- Excellent command of Arabic and English.
- Responsive, organised, and able to work under tight timelines.
