Oversee the acquisition, maintenance, and repair of the Boston EMS vehicle fleet while supervising fleet services personnel. Ensure operational readiness of emergency vehicles and maintain compliance with federal and state regulations.

Requirements

Requires at least 5 years of related experience including supervisory roles and a strong background in vehicle mechanics. A valid Massachusetts driver's license and proficiency in Microsoft Office and fleet maintenance software are required.

Full job description

  • As a member of Boston EMS’ management team, support the acquisition of and replacement schedule for all Boston EMS vehicles, including ambulances, SUVs, trucks and other vehicles, working in conjunction with the Office of the Chief, Operations, and Budget.
  • For all new vehicles ensure they are registered with the RMV, have an assigned license plate, and are set up for EZ Pass. Coordinate with other departments contracted for fuel and manage all fuel fobs assigned to vehicles.
  • Manage a comprehensive maintenance and repair program for the department’s fleet. Actively monitor vehicle mileage, engine hours, and DEF. Work with Supervisors to cycle vehicles in and out of Fleet for preventive maintenance.
  • Ensure ready spare ambulances for crews to swap into, minimizing the impact to the provision of emergency medical services when vehicles are taken out of service for mechanical issues or maintenance.
  • Oversee and manage vendors providing outside maintenance, services, supplies and repairs.
  • Supervise record keeping systems containing information such as vehicle inventory, repair work, and maintenance schedules.
  • Establish inventory procedures and controls, managing utilization, record keeping and ordering.
  • Supervise all personnel assigned to Fleet Services. Recommend the hiring of Fleet Services personnel. Provide leadership, supervision, and guidance to personnel to ensure safe and efficient operations. Conduct regular performance evaluations of employees, in accordance with collective bargaining agreements, and provide corrective or constructive feedback as required.
  • Implement programs that will assist in the mentoring and safety/technical training of personnel to ensure compliance with vehicle-related policies and procedures. Employ methods of work designed to promote and maintain safety and well-being and to instill safety awareness of hazard and safety prevention; perform regular safety appraisals and take prompt corrective action as needed.
  • Provide supervision for assigned staff. Make/recommend management and personnel decisions regarding Fleet Services, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline.
  • Ensure the cleanliness/maintenance of the shop through regular inspections and preventive maintenance programs.
  • Monitor vehicle and associated equipment warranties and recalls.
  • Work in coordination with the Boston Public Health Commission’s General Counsel Office and Boston EMS Professional Standards Office for all department vehicle accident claims.
  • Recommend vehicles for decommissioning and coordinate necessary steps to resell on a municipal bid site.
  • Ensure compliance with federal and state regulations governing ambulances and vehicles.
  • Develop and maintain solid employee relations as well as implement programs to increase satisfaction among personnel.
  • Meet regularly with supervisor regarding all aspects of Fleet Services operations. Work in confidential capacity.
  • Operate independently. Use independent judgement and discretion to make decisions affecting Fleet Services, in accordance with Boston EMS and BPHC policies.
  • Carry a department issued phone at all times. May perform off-hour emergency tasks. Perform other duties as required.
  • Promote health equity, inclusion and diversity within the department and community.
  • Work to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
Qualifications
  • Associate’s degree preferred
  • 5+ years of related work experience including experience supervising others.
  • Thorough knowledge of vehicle and equipment maintenance, preferably of emergency response vehicles with a background in mechanics.
  • Ability to follow direction and comply with department policies and procedures.
  • Ability to clearly express oneself verbally and in writing.
  • Competency in latest version of Microsoft Windows, Microsoft Office applications, computerized fleet maintenance program.
  • Valid Massachusetts driver’s license
