Position Summary

We are seeking an experienced Clinical Transition Representative that provides expert clinical activation and operations support for a U.S. military medical center, specifically supporting the transition from existing facilities at Landstuhl Regional Medical Center (LRMC) and the 86th Medical Group Ambulatory Clinic to the new medical facility at Rhine Ordnance Barracks Medical Center. This role provides critical planning, coordination, and advisory support to ensure a safe, accreditable, and mission-ready transition of healthcare services. This OCONUS position is based onsite in Weilerbach, Germany.

Essential Duties and Responsibilities

The following inexhaustive list of duties represents a sample of work routinely performed by this role: 

• Provide clinical transition and technical planning expertise, coordination, and advice related to relocation services during the transition of healthcare services to the new facility
• Develop and maintain a comprehensive transition timeline in coordination with all project stakeholders
• Identify transition-related tasks and monitor progress to ensure milestones are met
• Assist and advise gaining units, LRMC, and the 86th Medical Group in preparing for the safe and accreditable startup of healthcare services
• Support the Defense Health Agency (DHA) Project Site Office (PSO) in meeting mission requirements and responsibilities defined by the Office of the Assistant Secretary of War (OASW)
• Aid in the development of DHA Clinical Transition policy, procedures, standards, and tools/templates
• Coordinate with the Initial Outfitting & Transition (IO&T) contractor on transition planning and execution
• Help coordinate medical equipment training and acceptance activities
• Assist the gaining units in the development of documents that detail their end-state objectives in the new hospital to include meeting Transition tasks to ensure DoD & DHA objectives are met in the new hospital.
• Communicate to the gaining units what additional Clinical Transition Services deliverables may be required during outfitting so Government & contract reps can confirm conformance/compliance w/ criteria/standards.
• Review Clinical Transition Services pre-move deliverables & Site Investigation Reports
• (SIR) and coordinate with project stakeholders for any additional information requirements as necessary to prepare for clinical transition such as Program for Design requirements as requirements as necessary to prepare for clinical transition such as Program for Design and Intent documents relating to the new hospital.
• Assist the gaining unit in responding to RFIs related to Clinical Transition Services
• Assists the Gaining unit in developing a Clinical Transition Services readiness self-[1] assessment strategy to ensure they are keeping pace with 1st Patient Care Day schedule.
• Assist gaining units in reviewing their Clinical Transition Services & initial outfitting deliverables to include CONOPS, Day in the Life scenarios, Faces to Spaces, etc. and coordinate Clinical Transition Services documentation with project stakeholders.
• Assist Government in developing Clinical Transition Services construction & outfitting
• change requests, eg. review proposals to changes to determine standard of practice change requests only are considered prior to 1st Patient Care Date objectives of the gaining units.
• Review and or assist in the Development of the “Day in the Life” exercises/evaluations working with MTF departments, DHA PSO, and IO&T contractor to identify specific operations to perform trials (dry runs) of the processes to allow for refinement of the prior to opening the facility. The complexity of relationships between certain departments.

Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

• Must be a U.S. Citizen
• Bachelor’s degree in Nursing or Clinical/Technical field required
• Minimum of five (5) years demonstrated experience in healthcare & lab research facility
• Activations and ongoing operations following a major renovation or new facility movement in an accredited healthcare facility.
• Minimum of five (5) years demonstrated experience defining & communicating
• Clinical Transition requirements, constraints, objectives for all areas of project life.
• cycle to include reading & reviewing Clinical Transition documents, submittals
• Minimum of five (5) years demonstrated experience in developing and reviewing Clinical Transition Requirements such as planning, such as CONOP’s and Clinical SOP development, evaluation of Standard of Practice evaluation and changes and equipping and outfitting deliverables.
• Demonstrated experience of U.S. accreditation and nursing practices
• Demonstrated experience in clinical activation and operations within a U.S. military medical center or comparable large-scale healthcare facility
• Experience supporting facility transitions, relocations, or activations involving clinical operations
• Familiarity with DHA processes, healthcare accreditation standards, and military medical facility operations
• Strong organizational and coordination skills, with experience developing and managing transition timelines across multiple stakeholders
• Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
• Must have or be able to obtain and maintain a valid driver's license

Working Environment

This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.

This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work atypical hours at the request of the client or role demands.

Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around with positive travel between sites and interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.

Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:

• Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
• Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed

Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses.
