The primary purpose of this position is to oversee the daily operations and management, of sixty (60) public housing units for Havre de Grace Housing Authority (HDGHA). The incumbent ensures effective property management, rent collection, resident relations, unit inspections, and maintenance coordination while maintaining compliance with HUD regulations and agency policies. The role also assists with budget preparation, reporting, and capital improvement planning. Preparing and monitoring detailed operating and capital budgets, preparing periodic reports, meeting with residents and social services agencies, initiating eviction proceedings, and performing related tasks. This position has direct oversight over the Family Self Sufficiency (FSS) and the Resident Opportunity and Self-Sufficiency (ROSS) coordinators and the management of both programs. This role also supports and collaborates with the resident leadership board known as the Somerset Manor Resident Association.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed. Responsible for the day-to-day operations of assigned developments; ensuring compliance with HUD regulations and Authority policies.

1. Prepares and monitors the annual operating budget; assist with capital fund planning and related reporting.
2. Ensure timely rent collection, complete annual and interim reexamination, and enforce lease terms in accordance with federal and local regulations Collects, reviews, ensures accuracy of, and analyzes operational information and data. Based on information, data, and statistics, accurately prepares a variety of weekly, monthly, annual, and other periodic management documents and reports concerning operations and trends. Use reports to make appropriate operational decisions.
3. Conduct regular property inspections to ensure safe, sanitary, and well-maintained conditions. Coordinate and verify maintenance work and approve related charges.
4. Supervises development staff including subordinate management, grant funded positions and maintenance employees; trains office staff; evaluates performance and ensures that proper procedures are followed. Reviews staff leave and personnel records.
5. Monitors the work of contractors. Ensures coordination of all on-site contracted capital projects to ensure timely and cost-effective completion.
6. Reviews leases, terminations, and related documentation. Ensures that rent is collected in accordance with approved departmental procedures and performs or reviews annual and interim rent re-determinations as necessary. Ensures compliance with tenant income. Conducts home visits with residents to determine lease compliance; enforces lease and initiates letters and home visits and other procedures pertaining to delinquent accounts. Monitors filing of necessary account documents in court for eviction and appear in court as necessary.
7. Inspects development to ensure safe and sanitary conditions are maintained. Determines if repairs or maintenance are needed. Coordinates with Maintenance Supervisor or maintenance staff on maintenance of facilities and grounds of development; prepares requisitions for services and materials; monitors work progress; verifies and approves maintenance charges and charges for damage.
8. Maintains positive public relations with the residents, resident leadership and general public; maintains daily contact with the residents’ concerning needs, complaints, and other issues; assists and ensures all resident complaints are handled promptly and appropriately. Meets regularly with residents’ leaders. Investigates and resolves complaints. Initiates and attends grievance hearings, as necessary.
9. Provides support, guidance and oversight to the FSS service coordinator for Family Self Sufficiency program.
10. Provides support, guidance and oversight to the Resident Opportunity and Self Sufficiency (ROSS) coordinator and programming that supports HDG HA residents.
11. Provides support, guidance and oversight to the Somerset Manor Resident Association leadership, programs, and fiscal management.
12. Resolves management issues, as necessary. Responsible for responding to on-call after-hours emergencies.
13. Coordinates leasing and occupancy activities to minimize vacancy time and ensure proper unit turn.
14. Ensure grant funded positions establishes and maintains contact with various social services agencies interested in resident welfare; makes referrals as necessary. Maintains contact with outside vendors, government officials, and other agencies. Participates and represents agency in meetings with local government, social services agencies, and related groups.
15. Responsible for coordinating the organization’s safety program to ensure compliance with applicable state and federal requirements and regulations. The work includes coordination of safety activities and inspections, analysis and applicable implementation of new and/or revised regulations, and coordination of any required staff and/or safety training.
16. Using computer generated reports, overseas monitors property activities, such as occupancy levels, property expense levels, and lease enforcement and waiting list operations. Performs site visits to assess property management activities. Using a computer work order system, monitors that all emergency and routine maintenance situations are handled in a prompt and efficient manner, and that housing units are ready for occupancy with minimal vacancy time. Oversees office staff, prioritizing and directing of daily work assignments for maintenance support staff. Ensures that all paperwork related to property management and maintenance activities is processed promptly and accurately. Develops and coordinates preventative maintenance schedules and ensures Compliance with safety policies, federal, state and local laws and regulations. Analyzes work orders and identifies maintenance trends using computer database software. Recommends and implements actions to improve property management (including marketing) and maintenance efficiency and effectiveness. Maintains appropriate files and prepares reports as directed or required.
17. Prepare and submit required HUD and internal reports, including PIC data, occupancy reports, and other management documents. Compiles statistics, information and significant updates for the monthly HDG HA Board of Commissioners meeting. Reports out at this meeting. Attends and provides support for the monthly SMRA resident community meeting.
18. Occasional evening meetings and/or weekend events that are beyond the normal operating hours.
19. Performs other duties as assigned.

Bachelor’s degree in business administration, public administration, or related field(s) and a minimum of six (6) years of experience in housing/property management, real estate, or related area. An equivalent combination of education and experience may be considered.

Certified Occupancy Specialist (COS) and Registered Housing Manager (RHM) certifications preferred.

Special Requirements

• Must obtain Certified Occupancy Specialist (COS) and Registered Housing Manager (RHM) certifications within six (6) months, if not in possession of certifications.
• Must possess and maintain a valid Maryland driver’s license.
• Must have access to a reliable form of transportation to travel within the Housing Authority Units, meet with city leaders, supporters and/or vendors off-site, and prepare for and attend events. Other local travel will be required as necessary. 
• Must be insurable under the Housing Authority’s vehicle insurance policy.
• Must not engage in private real estate business.
• Must be available to work evening or weekends as necessary.
