Oversee advanced GIS operations for the State of Arkansas, focusing on municipal boundary maintenance and complex spatial analysis. Lead geospatial projects, manage large datasets, and mentor junior GIS staff to support state-level decision-making.
Requires a Bachelor's degree in Geography, GIS, Computer Science, or a related field with at least five years of professional GIS experience. Proficiency in ArcGIS, spatial modeling, and programming languages like Python or SQL is expected.
This position supports the ongoing maintenance of municipal boundaries in Arkansas using ESRI ArcPro software. The job requires outreach skill to coordinate with numerous individuals including Mayors, City Clerks, County Judges, County Clerks, Surveyors, Engineers and property owners on obtaining and interpreting complex land boundary descriptions of territory to be annexed to a city. After completing the annexation process municipal boundaries are updated in the statewide platform. The job includes maintaining the municipal ward election boundaries which are assigned by the city annexation process. The position also maintains the gis.arkansas.gov/checkmycity web map application showing all pending annexations in the state. This job also completes the annual report of all city boundary changes to the U.S. Census Bureau through their process by submitting the individual changes that occurred in the previous year. Candidates with skill in reading and interpreting deed descriptions and mapping those using ArcPro COGO process are preferred.

A Bachelor’s degree in Geography, GIS, Geospatial Science, Environmental Science, Computer Science, or a related field is required, plus five (5) years of experience working with GIS technologies, spatial analysis, and geospatial data management.
Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
