The Appalachian Regional Commission (ARC) is an economic development entity of the federal government and 13 state governments focusing on 420 counties across the Appalachian Region. Position Summary:  

ARC seeks a highly organized and collaborative team player to join our office of General Counsel as a Project Compliance Analyst to perform a highly coordinative and advisory role on all aspects of the project compliance review of applications for ARC assistance and serve as primary liaison between Project Compliance and Program staff providing authoritative technical assistance and guidance consistent with ARC policies and practices.  The position works under the general direction of the Project Compliance Program Manager. and reports to the General Counsel.
Required Qualifications:

• Adept knowledge of federal grants management laws, regulations and best practices to include OMB Uniform Guidance.
• Strong ability to perform project compliance reviews of grant applications, cooperative agreements, amendments and awards, evaluating budgets based on administrative requirements for OMB.
• Solid knowledge in applying rules, policies, procedures, processes, and methods governing the evaluation of grant applications for ARC assistance including financial components.
• Ability to facilitate and engage diverse groups and individuals, including federal, state, and local partners, obtaining a resolution in a consultative and collaborate manner.
• Strong attention to detail and ability to review high volumes of documentation.
• Demonstrated knowledge of grants management lifecycle to evaluate applications for legal sufficiency, regulatory compliance and financial integrity.
• Bachelor's degree required; a degree in accounting, finance, business or public administration, law or related field is preferred.
• 3-5 years of relevant experience in federal grant management, compliance, audit or a comparable private-sector compliance function. 
• Core competencies: accountability, adaptability, collaboration, communication, and critical analysis.
• Ability to thrive in a collaborative environment bringing an energetic and innovative approach to the work.
• Successful completion (prior to hire) & maintenance of background security review; U.S. citizenship required.
• Minimal travel is needed  (10%). Must possess and maintain a valid driver’s license.

This is not a federal position, however, if a federal employee is selected for this position and transfers without a break in service of more than three calendar days, he or she may be able to continue his or her retirement and life/health insurance benefits. ARC generally follows the General Schedule Salary Table of the Federal government.  ARC’s grades denoted by “NF” are equivalent to the GS chart.  This position is an NF-12 (DC locality). This position is located in Washington, DC and requires five days “in-person” days in the office.
