SUMMARY: Value tangible personal property for ad valorem appraisal purposes. The work involves the discovery and appraisal of tangible personal property for ad valorem tax purposes.
DUTIES AND RESPONSIBILITIES: The essential duties of the Field Appraiser III, TPP Valuations, include but are not limited to the following:
Conduct a physical inspection of tangible personal property pertaining to businesses. Gather data related to property type, age, condition, and quantity. Review various records and resources to verify that values are uniform and reflect fair market value.
Calculate the value of tangible personal property using information provided on tangible personal property tax returns. Investigate incomplete or questionable tax returns.
Investigate inquiries and complaints concerning value; confer with property owners or their representatives to explain the methods, procedures, and policies regarding the value placed on tangible personal property in Orange County.
Use available information sources to identify new businesses that should be added to the tax roll. Investigate business locations that may have been sold, closed, or experienced other changes during the preceding year. Investigate businesses that fail to file annual tangible personal property tax returns.
Responsible for assisting with special assignments.
Specialize in certain categories of tangible personal property, such as income properties, billboards, vending, utilities, and lease accounts, as required.
Perform minor safety and operational checks on assigned agency vehicle (i.e., gas level, safety devices, tire pressure checks, etc.)
Assist the Property Appraiser and his or her outside legal counsel in the preparation of data in conjunction with litigation arising out of assessment challenges, as needed.
Must be capable of performing field inspections on tangible personal property with little assistance or oversight from the TPP Manager.
Must possess and maintain a valid Florida Driver's License.
Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with the office policy.
Appear before the Value Adjustment Board to explain and defend assessments as needed.
Conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of declared disasters, such as hurricanes or tornadoes.
Will be required to become an Emergency Responder for emergency damage assessment purposes.
Will be called upon to assist the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergency situations. Contingencies such as these may require after-hours or weekend duties.
Perform other duties as assigned. Duties, responsibilities, and activities may change at any time, with or without notice.
SUPERVISORY RESPONSIBILITIES: This position does not have direct reports but may have mentoring and training responsibilities.
SKILLS AND QUALIFICATIONS:
Years of experience: Must have at least a minimum of six (6) years of experience as a TPP Appraiser or its equivalent.
Education: bachelor’s degree from an accredited college or university with a major in business administration, finance, or a related field.
Substitution: High School Diploma or possession of GED Certificate and six (6) years of experience as an appraiser in a government assessment office; or two years of experience as a private real estate appraiser; or an equivalent combination of education, training, and experience that would reasonably be expected to provide the job-specific competencies.
Certificates, licenses, and registrations: The professional designation of Certified Florida Evaluator (CFE) is preferred. The IAAO Personal Property Specialist (PPS) or other related Personal Property designation is recommended for this position.
Computer skills required: Database Software (Access); Internet Software; Spreadsheet Software (Excel); Contract Management Systems; Project Management Software; Word Processing Software (Word); Electronic Mail Software (Outlook); Presentation software (PowerPoint).
Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms.
Additional Skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations; proven attention to detail, reliability, and outstanding organizational skills; and ability to prioritize multiple projects under minimal supervision.
Geographical competency of the real estate market in the Orlando Metropolitan Statistical Area (MSA) is preferred.
Must be able to work in the field and tolerate the extremes of weather conditions common to Central Florida.
Ability to use initiative to think independently and exercise sound judgment. Must have the ability to prioritize work.
Ability to clearly communicate, in writing and orally, concepts related to the valuation of tangible personal property. Must be comfortable speaking in public.
Responds to general assessment inquiries from the public tactfully and courteously. Must be able to work under stress when dealing with the public.
Must establish and maintain effective working relationships with colleagues, outside agencies, and the public.
Must be able to use the Computer Assisted Mass Appraisal System (CAMA) and iPad field application to organize, plan, and prepare daily work activities.
Must possess a working knowledge of the three recognized approaches to value and their applicability to tangible personal property.
Language Skills: Bilingual in English and Spanish preferred.
