Establish and maintain a comprehensive plan of government and coordinate/disaster preparedness for ADOT. Serve as the subject matter expert (SME) to Emergency Management (EM); Manage the coordination of Continuity of Operations (COOP) and Continuity of Government (COG) Plans; Supervise operations and provide clear direction to the Division of Emergency Management executing the Arizona State Emergency Response and Recovery Plan (SERRP); Coordinate the Departmental Operations Center program; Serve as the principal strategist and steward of resources for ADOT emergency and disaster response to create agency-wide consistency; Assess the feasibility and development of emergency management and the COOP for ADOT in coordination with other public entities. Develop and sustain an Emergency Support Function (ESF)-1 position for the State Emergency Operations Center.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Assess, develop, update and maintain Emergency Operations Plans (EOP) for ADOT by working with all areas of the agency to document EOPs, coordination of exercises with DEMA State Exercise Coordinators and maintenance of the EOPS.

Provide direction to emergency operations delegates from each business information functional unit in the agency. Provide executive leadership and guidance for achieving best practices. Coordinate the efforts of the delegates, sister agencies and external customers and ensure that plan information is documented and kept current.

Analyze and review EOPs and practices to validate response through comprehensive test procedures and practices. Research, develop and maintain metrics for analysis and measurement of the agency's response strategies. Collaborate with ADOT Executive Leadership Team for readiness and preparedness for emergency response.

Knowledge of:
• Principles and practices of emergency management and emergency operations planning as applied to the implementation, management and coordination of ADOT'S Emergency Operations Program.
• Preparation and execution of EOP exercises. The employee is expected to coordinate projects in all areas of the EOP.
• Pre-planning of emergency operations projects by conducting risk assessment studies of major threats and consequences, recommending appropriate response strategies, developing supporting plans and testing the emergency response of emergency incidents utilizing these strategies.
• Coordination of plan reviews and revisions.

A bachelor's degree from an accredited college or university, or equivalent professional experience, in a field related to emergency management, business administration, public administration, project or program management, systems and operations management, or management science. At least 5 years of experience in a full-time position leading and directing.

Valid driver's license.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
