The Cardiovascular Health (CVH) unit at Resolve to Save Lives (RTSL) provides technical assistance in developing cardiovascular disease prevention programs to help countries improve their people's heart health. Working with our partners to improve the control of high blood pressure, reduce salt intake, and eliminate trans fats from the global food supply, the CVH team has helped save countless lives from cardiovascular disease.

Position Summary
Resolve to Save Lives is working with the Ministry of Health (MOH) and the Association of Indonesian Local Health Offices (ADINKES) to implement the WHO HEARTS technical package. The Consultant will work with ADINKES and the Global Hypertension Team of Resolve to Save Lives to support the Government of Indonesia's Ministry of Health (MOH) in scaling up hypertension control through the implementation and scale-up of the WHO HEARTS technical package. This position will also provide technical input to support evidence-basedimprovements and adoption of national and sub-national hypertension policies and practices.
Core Tasks and Deliverables
1. Planning, Budgeting, and Implementation Support
Lead the development of implementation plans for the hypertension control program.
Identify districts for program implementation in coordination with Kemenkes and provincial teams.
Facilitate the development of district saturation plans, including a supervision plan for all participating districts.
Provide technical guidance to districts in establishing cohort monitoring systems and in optimizing digital tools to track hypertension control indicators
Support the estimation of the necessary quantities of essential antihypertensive medicines and validated BP monitors in districts selected for implementation.
Co-create and support the implementation of strategies to improve retention in care and BP control across participating facilities and districts.
Assist districts and provinces in developing costed implementation plans for training, supervision visits, procurement of antihypertensive medicines and validated blood pressure monitors, and adopting digital systems for program monitoring and review.
Support integration of hypertension-related costs into existing MOH budget lines (e.g., DAK Non-Fisik for NCDs, BPJS Kesehatan capitation, and provincial APBD allocations)
2. Training and Capacity Building
Support the development of training curricula and materials adapted from the WHO HEARTS technical package, aligning with global guidance and local context.
Develop national training plans for HEARTS-based hypertension management.
Facilitate hypertension “training of trainers” for program managers and health care workers.
Provide technical input to subnational training conducted by the technical advisors (TAs) for hypertension control in provinces.
Monitor the quality of training and provide post-training support.
3. Monitoring, Evaluation, and Evidence Generation
Conduct field visits to assess program implementation and provide supportive supervision.
Track key performance indicators and support program review and the use of data for continuous quality improvement in project districts and provinces.
Provide regular updates on program performance and submit monthly/quarterly progress reports to ADINKES, RTSL, and the MOH NCD division, Directorate General.
Facilitate the documentation of and dissemination of best practices and strategies across implementing districts and facilities in collaboration with provincial TAs and district NCD focal persons.
4. Policy and Advocacy Support
Support the MoH NCD Directorate in strengthening national policies, strategies, and guidelines for hypertension control. E.g., Support the NCD division in the MoH in the development of NSPK (Norms, Standards, Procedures and Criteria ) for hypertension, update the hypertension guideline for the Puskesmas, and support the revision of performance-based incentives (KBK) for hypertension control in BPJS-K.
Advocate for improved access to affordable antihypertensive medicines and validated BP monitoring devices at primary care facilities.
Facilitate nationwide dissemination and adoption of the national hypertension treatment protocol.
Engage with all relevant MoH departments, the Integrated Primary Care-ILP initiative, the Birthday Screening-CKG initiative, provincial and district health offices, BPJS-k, and other key stakeholders to ensure standardized hypertension control treatment guidelines.
Contribute to the generation and use of evidence to inform the design of policies and advocacy strategies that facilitate scaling and improving hypertension control rates.
Support joint planning and review meetings with BPJS and MoH to track progress and identify gaps in the national hypertension control program.
Identify windows of opportunity for policy advocacy and discuss ways to leverage them to propel hypertension control with RTSL and ADINKES.
Contract Management
The Senior Technical Advisor for Hypertension Control at RTSL will manage this contract, monitor progress towards deliverables, and approve invoices. The contractor will work closely with the Indonesian Association of Indonesian Local Health Offices (ADINKES) to support the effective completion of deliverables.
Qualifications
Experience
At least seven to ten years of experience implementing public health programs. Experience in non-communicable disease programs is an asset.
Strong understanding of the Indonesian public health sector gained through experience working with the MOH or other relevant agencies
Demonstrated experience translating national guidelines or policies into operational implementation plans and supporting scale-up across multiple geographic areas.
Comfortable using program data and technical experience to influence policy, guideline adaptation and national program scale-up strategies
Experience working with international NGOs is desirable.
Education
Master's or other advanced degree in public health, health policy and management, global health, health systems, epidemiology, or a related field is required. A medical degree (dokter/dr.) is preferred; a degree in nursing or pharmacy is also an advantage.

Knowledge of the use of data for decision-making

Strong problem-solving capabilities
Strong policy and strategic acumen
Familiarity with WHO HEARTS or similar technical packages is highly desirable
Proficiency in Microsoft Office (MS Word, Excel, Outlook, PowerPoint) and other productivity tools.
Fluency in both Bahasa Indonesia and English (written and spoken) is essential
Excellent technical writing and communication skills
