Position Background 

Reproductive Maternal Newborn Child and Adolescent Health (RMNCAH) Consultant - Resilient and Sustainable Systems for Health (RSSH) Module Development of Global Fund Cycle 8 (GC8) Funding Request

Kenya recognizes the Global Fund to Fight HIV/AIDS, Tuberculosis, and Malaria (GFATM) as a crucial partner in the national effort to end the three epidemics of HIV/AIDS, Tuberculosis (TB), and Malaria, while simultaneously building Resilient and Sustainable Systems for Health (RSSH). Since 2002, the Global Fund has signed, in favor of Kenya, grants in excess of USD 2.1 billion. Through this support, and in collaboration with other partners, significant progress has been achieved in reducing disease burden and strengthening related health systems.

For the 2027-2030 implementation period, the Global Fund has allocated Kenya USD 324, 373,360 to support interventions targeting HIV/AIDS, TB, Malaria, and RSSH. In addition, Kenya is eligible for catalytic matching funds totaling USD 16.4 million, distributed as follows: 

  1. USD 1.9 million from the Public Financial Management (PFM) Matching Fund, provided that Kenya also invests at least a quarter of the amount of available Matching Funds from its country allocation in PFM activities
  2. USD 8.5 million from the integrated HIV Prevention Matching Fund, provided that Kenya also invests at least an equal amount of available Matching Funds from its country allocation in HIV pre-exposure prophylaxis interventions and HIV self-testing commodities
  3. USD 4 million from the Integrated Community and Health services for Women and Children Matching Fund, provided that Kenya also invests at least half of the amount of available Matching Funds from its country allocation in complementary integration initiatives
  4. USD 2 million from the Addressing Human Rights and Gender Barriers to Services Matching Fund, provided that Kenya also invests at least an equal amount of available Matching Funds from its country allocation in activities to address these barriers

The Kenya Country Coordinating Mechanism (KCCM) has established a multi-stakeholder core writing team and secretariat to coordinate and manage the development and submission of a strategically focused, technically sound, and evidence-based Global Fund Funding Request for HIV, TB, Malaria, and Resilient and Sustainable Systems for Health RSSH).

 

The Position:

The Reproductive Maternal Newborn Child and Adolescent Health (RMNCAH) Consultant will work under the direct supervision of the SRHR & Health Systems Specialist and under overall guidance of the SRHR/Youth Advisor and the Deputy Representative, with direct technical guidance from the designated team from GC8 Resilient and Sustainable Systems for Health (RSSH) writing team, and GC8 overall lead consultant.

Job Purpose:

The KCCM seeks a consultant to provide targeted technical assistance on leveraging Primary Health Care (PHC), specifically Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) service delivery platforms for HIV, TB and Malaria (HTM) services, to support the Funding Request Core and Writing teams and program leads, the overall lead consultant, Resilient and Sustainable Systems for Health (RSSH) lead consultant, and other technical experts to develop high quality, evidence-based GC 8 Funding Application submission due on July 27, 2026. 

You would be responsible for:

The consultant will work with the RSSH writing team, and GC8 overall lead consultant with a focus on specific interventions including quality of care, human rights approach to delivery of HIV, TB and malaria services, GBV, and integrated service delivery among others. The consultant is expected to:

  • Work with the proposal development team and relevant stakeholders to identify and design integrated service delivery packages that leverage RMNCAH service delivery platforms to expand HIV, TB, and Malaria services, in line with the Kenya Essential Package of Health (KEPH) and Universal Health Coverage goals.
  • Support the integration of interventions that tackle gender-related barriers and violence against women and girls, ensuring their effective incorporation into primary healthcare service delivery systems.
  • Lead the drafting of specific components of the application, including: (i) quality improvement and capacity building interventions to strengthen the quality of care and integration of RMNCAH, HIV, TB and Malaria (RMNCAH/HTM) services at all levels of care; (ii) the development of tiered Scope of Practice and Regulatory Framework for nurse- and midwifery-led models of care to support the seamless integration of RMNCAH, HIV, TB, and malaria services across primary health care (PHC) networks; (iii) integrate supportive supervision for health workers and Community Health Promoters (CHPs); and (iv) interventions to address human rights and gender-related barriers that affect access and utilization of RMNCAH and HTM services, among other related components.
  • Ensure that proposed community health systems strengthening interventions promote sustainable access to services and  strengthen linkages and referral pathways between  community  and primary healthcare platforms.
  • Collaborate with RSSH and PSM teams to identify and design approaches that strengthen "last-mile" delivery of health commodities and services, with particular attention to the needs of adolescent girls and young women (AGYW), especially access to SRH & HIV prevention commodities and services aimed at preventing HIV, STIs & unintended pregnancies.
  • Develop and define indicators to track the integration and performance of RMNCAH/HTM  services across the continuum of care.

Key Deliverables:

  1. Final consultancy report summarizing activities undertaken, key technical contributions, deliverables completed, and recommendations provided in support of the development and finalization of the Funding Application, in accordance with the Terms of Reference. 
  2. Power Point Presentation summarizing the proposed RMNCAH, HIV, TB and Malaria services integration approaches, as well as interventions to address human rights and gender-related barriers, including SRHR and GBV, to HIV, TB and Malaria services, as reflected in the Funding Request Module. 

A single payment will be made upon the submission and approval of all  deliverables, to the satisfaction of UNFPA.

Consultancy Duration:

The consultancy level of effort will be twenty-five (25) days distributed within the period ending on  31 August, 2026.

Place where services are to be delivered:   Nairobi, Kenya (Remote/Office hybrid).

 

Expected travel

The consultant is required to attend any meetings specifically requested by the GF Kenya Country Coordinating Mechanism, Ministry of Health and partners.

 No domestic travel for activities outside Nairobi is expected for this consultancy. However, should this be required, UNFPA will cover the related costs.

 

Services to be provided by UNFPA 

  • UNFPA will provide relevant support and guidance to ensure the successful undertaking of this consultancy. 
  • UNFPA will support the consultant to make the necessary contacts with the GC8 Funding Request Secretariat, the RSSH Writing Team and the GC8 Lead Consultant and relevant stakeholders and partners. 
  • UNFPA will share all relevant documents related to the consultancy once the assignment is awarded. 
  • UNFPA will facilitate the use of virtual platforms for meetings as needed and/or support any face-to-face consultation that might be required.

 

Other relevant information or special conditions

  • All documents prepared during the assignment shall be treated as property of UNFPA Kenya CO and the Government of Kenya. The report/documents or any part, therefore, cannot be sold, used and/or reproduced in any manner without prior written approval of UNFPA Kenya CO. In the event of the consultant requiring additional time to complete the contract, over and above the time previously agreed to, but without UNFPA Kenya CO changing the scope of work, UNFPA’s prior written approval for the same shall be necessary. 

 

  • The consultant shall use own equipment and work-space as may be necessary

 

Qualifications and Experience: 

Education:  

  • Health professional with a minimum of a Master’s degree in Public Health, Health Systems or related field.

Knowledge and Experience: 

  • Strong expertise in health systems strengthening (HSS), Sexual and Reproductive Health and Rights (SRHR) and Gender-Based Violence (GBV) interventions in Kenya 
  • Minimum 5 years of working experience, with deep familiarity with the Kenya health system and demonstrated experience in SRHR/RMNCAH, HIV, TB, and malaria programming and service delivery.
  • Competitive proposal writing skills and proven ability in designing, piloting, evaluating, and scaling up innovative strategies to integrate and mainstream HIV, TB and Malaria services into the country’s UHC agenda.
  • Strong program design skills, including capacity to prepare logical, coherent, and consistent documents including log frames and budgets.
  • Demonstrated capacity to coordinate and work with diverse groups/teams of national and/or international level consultants.
